I came across this document - it is rather dated - but the issues,
considerations, alternatives, etc., are the same ones we are talking about
now. When you think about it, not much has changed except magnitude of
people /traffic and remedial dollars. But maybe technological advances are
on our side? I am almost done with it (162 pages) and am definitely going
to "finish the read ".
Thought it may be useful to you - as if you didn't have enough to read
- but it provides, at a minimum, a working knowledge of the issues,
terminology, etc., that may give you a "jumpstart" on these and other
"growth challenges ".
