ITEM NO: °s s COUNCIL AGENDA REPORT DATE: AUGUST 24, 2015 TO: MAYOR AND TOWN COUNCIL % f f FROM: LES WHITE, INTERIM TOWN MANAGE` SUBJECT: VALLEY TRANSPORTATION AGENCY STATE ROUTE 85 CORRIDOR POLICY ADVISORY BOARD RECOMMENDATION: Appoint Mayor Jensen as a member and Council Member Rob Rennie as an alternate member to the Valley Transportation Agency (VTA) State Route 85 Corridor Policy Advisory Board. BACKGROUND: On August 12, 2015, the VTA Board Secretary sent a letter to Mayor Jensen, stating that the VTA Board of Directors established the State Route 85 Corridor Policy Advisory Board (PAB) to ensure stakeholder cities along the corridor have an opportunity to provide input and recommendations to the VTA Board (Attachment 1). DISCUSSION: During the summer, North and West Valley Mayors and Managers have met to identify a common request for a comprehensive study of the Highway 85 corridor to identify long term transportation solutions, including transit options. A Policy Advisory Board was discussed as a possible mechanism for the affected communities to work with VTA on the study and its findings. Mayor Jensen has participated in those discussions. At its August 6, 2015 meeting, the VTA Board created the State Routs 85 Corridor Policy Advisory Board. In consultation with the Mayor, Mayor Jensen has requested that she serve as the member and Council Member Rob Rennie serve as the alternate member to the Route 85 PAB. This would maintain continuity with the current appointments on the VTA Policy Advisory Committee and consistency with the North and West Valley Mayors and Managers' discussions. ALTERNATIVES: 1. Appoint different Council Members. 2. Chose not to participate on the Route 85 Policy Advisory Board. COORDINATION: The contents of this report have been coordinated with the Department of Parks and Public Works, ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. C l A R A Malley Transportation Authority Mayor Marcia Jensen Town of Los Gatos 110 East Main Street Los Gatos, CA 95030 Dear Mayor Jensen: We respectfully request that the Town of Los Gatos appoint one (1) member and one (1) alternate member of the Town of Los Gatos Council to serve on the State Route (SR) 85 Corridor Policy Advisory Board (PAB). The SR 85 Corridor PAB was established by the Santa Clara Valley Transportation Authority (VTA) Board of Directors on August 6, 2015, to ensure the stakeholder cities in the SR 85 corridor are involved in the development of existing and potential transportation capital projects along the corridor and have the opportunity to provide input and recormnendations to the VTA Board of Directors. The mission of the SR 85 Corridor PAB is to study the long -tens transit and transportation plans to serve the SR 85 Corridor. The PAB will advise the VTA Board of Directors on the scope, funding and construction of both near and long -terra transit and transportation improvement projects for this corridor. The composition of the SR 85 Corridor PAB will include two Santa Clara County Supervisors representing the affected area; one governing board member each from the affected jurisdictions in the corridor, which are: Campbell, Cupertino, Los Altos, Los Gatos, Monte Serene, Mountain View, San Jose, Saratoga, and Stumyvale; and one Ex- Officio (non - voting) member representing Calirans. Members and alternates will serve at the pleasure of their respective appointing authority. It is anticipated that the SR 85 Corridor PAB will meet on a quarterly basis.
