THE PURCHASE AND SERVICE AGREEMENT WITH ROBERT HALF
INTERNATIONAL, INC. dba OFFICE TEAM
RECOMMENDATION:
Staff recommends that the Town Council authorize the Town Manager to execute an Amendment to
the Purchase and Service Agreement with Robert Half International, Inc. dba Office Team, to
increase the contract amount by $7,000 for a total contract amount not to exceed $56,500.
BACKGROUND:
Since December 2014, the Town has used Robert Half International, Inc. (RHI) to provide a variety
of temporary employment services to assist with staffing needs of various departments within the
Town. The original Agreement, executed on January 27, 2015, was for an amount not to
exceed $49,500 to cover two temporary assignments in critical vacancies. The vacancies were for
Customer Service Office Assistant in the Town Manager's Office and an Information Technology
Technician in the MIS Department.
An Amendment to the original Agreement for an additional $7,000 is necessary to cover staffing
costs that exceeded the original contract amount, due to extra hours that were needed for the length
of the assignments.
In addition to increasing the amount payable under this agreement, the amendment also includes a
waiver of fees if a temporary employee from RHI is converted to a permanent member of the
Town's staff.

It is customary that temporary agencies charge a fee for an employee conversion, with typical
fees in the range of 30% of the employee's annual salary. The Town negotiated for this conversion
fee to be waived. For the two positions recently filled by the temporary agency, this fee waiver
represents approximately $31,000 in savings to the Town.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute an Amendment to
the Purchase and Service Agreement with Robert Half International, Inc. dba Office Team in an
amount not to exceed $7,000, for a total amended contract amount of $56,500 for temporary
staffing services.
FISCAL IMPACT:
Funding to support this agreement for temporary employment services is covered by salary savings
from the vacancies. The fee waiver included in this agreement results in $31,000 in avoided costs
for two existing assignments and will result in additional savings should conversions be made in
the future.
