A. AUTHORIZE THE INTERIM TOWN MANAGER TO EXECUTE A TEN
YEAR AGREEMENT FOR POLICE SERVICES BETWEEN THE TOWN
OF LOS GATOS AND CITY OF MONTE SERENO IN THE AMOUNT OF
$812,800 FOR FY 2015 /16, INCREASING ANNUALLY THEREAFTER.
B. AUTHORIZE A FY 2015/16 BUDGET REVENUE ADJUSTMENT OF
$140,000 IN CONSIDERATION OF THESE ADDITIONAL REVENUES.

Honorable city council,
My family move to Los Gatos five years ago and we cherish the small town culture that has been cultivated here -
having lived all across the United States we believe that Los Gatos is truly special place to live and grow up. Along
with living here my wife has also opened a small business in town (JCO's place). We believe that an engaged local
police and outstanding public schools represent foundational elements to our thriving ecosystem. We feel that the
recent attempts to drive meaningful economic savings in these foundational elements put our culture and premium
home values at risk.
We hope the city council will act as stewards for
the
outstanding local police force and the long term health of our coveted ecosystem and we are confident that this
position is held by the vast majority of families in the community.

Outsourced Police Department
City Council Members:
I grew up in the Los Gatos / Monte Sereno area in the 50's and 60's — a product of the Los Gatos School system from K -
12 — and spent a great deal of time here in my career. I moved away in retirement but returned over three years ago to
the place that I now have come to understand as my home: Los Gatos.
I am currently a resident of Monte Sereno (where I grew up), and my wife and I have purchased a property within the
Los Gatos town limits between Shannon and Blossom Hill roads where we are planning to build our long -term home.
One of many reasons I returned to Los Gatos is that it has just the right combination of sense of independent community
and appropriate awareness of the world and environment beyond. Not insular, but not identity -less either.
It is my belief that one of the factors that gives us this exceptional combination is that we have our own dedicated police
department. Always have in Los Gatos. And now I understand you may be considering outsourcing the police function
to the Santa Clara County sheriff. I have personal experience with this system from my prior time as a Monte Sereno
resident some years back, when this outsourcing arrangement was the manner in which police "protection' was
provided for Monte Sereno. I felt it was impersonal — and very distant. Where is MY police department in an
arrangement like that? I know exactly where it is in Los Gatos — and one of the reasons I was enthusiastic about buying
in Monte Sereno upon my return to the area was that I found Monte 5ereno now a part of the local, personal Los Gatos
police department rather than being serviced by distant deputies from Santa Clara County.
I understand that there may be cost savings involved in taking a path like this one — but this particular dimension is not
one that I would encourage you to pursue for cost saving reasons. Having our own police department is core to the
identity of the Town, and it is absolutely one of the reasons why I have committed to settling down in my long -term
home here.
cannot urge you strongly enough to oppose this concept. Keep our police department whole, local, and ours.

MS Contract
1. What is the total cost to the Town for providing police services to MS?
2. Where is the justification for three years no cancellation? Doesn't the existing contract provide for only 1 -year
notice?
3. What does it cost the Town to run the Emergency Operations Center?

4. What are the number of calls involving MS? Is it only 10% of the total calls or a higher percentage?
5. Does the MS contract offset the THE TOTAL COST incurred by LG in providing policing to MS?
6. Alternative C mentions economies of scale and efficiencies as grounds for contacting with MS. These same
arguments also apply to contracting out to the Sheriff. MS apparently does well by contracting with LG. We could get a
good deal by contracting with Sheriff. Potential annual savings of $9M = $90M over next 10 years = $225M over next 25
years.
