AddendumCOUNCIL AGENDA REPORT DATE: JUNE 15, 2015 TO: MAYOR AND TOWN COUNCIL FROM: LES WHITE, INTERIM TOWN MAN MEETING DATE: 06/16/15 ITEM NO: 20 ADDENDUM SUBJECT: APPROVE THE PROJECT LIST FOR SUBMISSION TO THE METROPOLITAN TRANSPORTATION COMMISSION AND THE VALLEY TRANSPORTATION AUTHORITY FOR THE PLAN BAY AREA AND VALLEY TRANSPORTATION PLAN 2040 PROGRAMS REMARKS: After the initial Staff Report was distributed on June 11, 2015, staff received inquiries from Council which are addressed below. Also provided in Attachment 8 is public communication, which was received after the Staff Report was distributed. Q: On Friday, June 12, 2015, the Mayors and Managers of seven North and West Valley cities agreed to ask their respective Councils to include a common project in their lists of projects in response to concerns regarding the proposed Highway 85 project. The common project is a Long Term Study for a Regional Mass Transit Plan for Santa Clara County. The intent is to identify future transit investments within a comprehensive plan, which should include "first/last mile" solutions. Can we include this study request in the Town's project list? A: Yes, the list is intended to be a starting point. The Council can add or remove items from the list through the motion adopting the list. Q: Based on current lawsuit over Negative Declaration for Highway 85 - should we remove the Items (p. 1 of chart) requesting funds for Highway 85 "hot lanes ?" (There are 3). A: Yes, the column titled "Recommend ?" in attachment 1 identifies these three items as a "no" for not recommended by staff. The final list will reflect those items the Council identifies as recommended. Staff wanted a full list before the Council. Q: If something is designated "General Plan" on the list, if we omit it, does it require a General Plan amendment? Alternatively, the Council could prioritize this for removal through a General Plan cleanup during the Council Goals and Priority Setting session later this year.
