APPROVE THE PROJECT LIST FOR SUBMISSION TO THE
METROPOLITAN TRANSPORTATION COMMISSION AND THE VALLEY
TRANSPORTATION AUTHORITY FOR THE PLAN BAY AREA AND
VALLEY TRANSPORTATION PLAN 2040 PROGRAMS
RECOMMENDATION:
Staff recommends that the Town Council approve a project list for submission to the
Metropolitan Transportation Commission (MTC) and the Valley Transportation Authority
(VTA) for the Plan Bay Area and Valley Transportation Plan 2040 programs.
BACKGROUND:
The Metropolitan Transportation Commission leads the program called Plan Bay Area and
describes the program as follows:
Plan Bay Area 2040 is a roadmap to help Bay Area cities and counties plan
for transportation needs and preserve the character of our diverse
communities while adapting to the challenges of future population growth.
Plan Bay Area 2040 is a state - mandated, integrated long -range
transportation, land -use and housing plan that will support a growing
economy, provide more housing and transportation choices and reduce
transportation- related pollution in the nine - county San Francisco Bay Area. It
builds on earlier efforts to develop an efficient transportation network and
grow in a financially and environmentally responsible way. It is a work in
progress that will be updated every four years to reflect new priorities.
Projects /programs seeking future regional, state or federal funding through
the planning horizon for Plan Bay Area 2040 must be submitted for
consideration in the adopted Plan.

BACKGROUND (cont'd):
The Town works with its local Congestion Management Agency (CMA) which is the VTA. The
VTA recently issued a call for projects for consideration in its Valley Transportation Plan 2040
(also referred to as Envision Silicon Valley). This is an opportunity to update projects already in
the plan or to add additional projects intended for completion within the plan horizon.
The previous VTP 2040 is available at the following link and contains two projects specific to
Los Gatos:

Los Gatos Creek Trail Connector to State Route 9: Construct two trail connections from
Highway 9 to Los Gatos Creek Trail. The first link will start at the sidewalk near the Wraight
Avenue/Highway 9 intersection and run parallel to the Highway 9 overpass in the easterly
direction. A bicycle /pedestrian bridge will be constructed to reach the Los Gatos Creek Trail.
The second link will start at the Highway 9 /Highway 17 South merger and arc northwards to the
Los Gatos Creek Trail. The total estimated length of extension is 450 ft.
Los Gatos Boulevard Widening: Widen Los Gatos Blvd. from Camino Del Sol to Samaritan
Drive to relieve traffic congestion in the area.
DISCUSSION
The VTA call for projects deadline is July 10, 2015. The Town Manager has sent a letter to the
VTA requesting an extension to that date, reflecting the amount of work involved in compiling a
list of projects and the supporting documentation. VTA requirements for projects include that
the projects:
• Result from a planning study and public review process.
• Be sufficiently defined to have project descriptions and reasonable cost estimates.
• Be sponsored by a jurisdiction or public agency (such as a city, the County, Caltrans or
Caltrain).
• Reflect the design guidelines and policies developed by VTA and MTC. These include
VTA's Community Design and Transportation (CDT) Manual of Best Practices for
Integrating Transportation and Land Use, Pedestrian Technical Guidelines and Bicycle
Technical Guidelines, and MTC's Routine Accommodations Policy.
Each project submitted must include:
• Project description (e.g., project limits, alignment, number of lanes, etc.).
• Estimated capital cost.
• Estimated operating and maintenance cost.
• Identified or prospective fund sources (Local, State or Federal).
• Project timeline, including start and completion or plaiming and /or construction phases.

To meet these requirements, the Town could draw on the list of transportation projects identified
through the General Plan. These projects are provided as Attachment 1 for Council review. Use
of the General Plan identified projects meets the first requirement that projects result from a
planning study and public review process. This is a very high level concept list and many of the
projects listed in the General Plan have limited defined scope. For the purpose of this list, the
limited scope should be sufficient. Ultimately a more refined scope will be required. The VTP
2040 updates occur every four years when new projects can be added and unwanted projects
dropped. This provides the Town with future opportunities to adjust the list as priorities change.
The projects have been grouped as those less than S2M, those between $2M and $I OM, and
those over $10M to provide a sense of magnitude. Upon approval of the list by the Council, staff
will prepare estimates for those projects for submittal by the deadline. Staff has also noted that
several projects within the General Plan are not recommended for submission by the Town at
this time, although other agencies may submit them.
As noted above, inclusion of projects within the plan is essential to obtaining outside funding for
these efforts. Examples of these funding sources include grants, future state and federal monies
and potential allocations from an anticipated 2016 sales tax ballot initiative. This does not
guarantee funding but rather creates eligibility, which is the first step towards applying for that
funding. Additional Town funding will likely be required for substantial portions of the
identified projects. Some of that funding has already been identified in the allocation of Traffic
Impact Fees as approved by Council last year (Attachment 2). Other funding could come from
other impact fees or the Town's Capital Budget.
CONCLUSION:
Staff recommends that the Town Council approve a project list for submission to the
Metropolitan Transportation Commission (MTC) and the Valley Transportation Authority
(VTA) for the Plan Bay Area and Valley Transportation Plan 2040 programs.
ALTERNATIVES
The following alternatives are provided for Council consideration:
Alternative 1: The Council could modify the list of projects by adding or removing projects and
directing staff to submit the modified list.
Alternative 2: The Council could choose to not submit a list of projects. Staff does not
recommend this option, as the Town may risk the ability to participate in regional funding
opportunities for the identified projects.

There is no fiscal impact from proposing these projects.
ENVIRONMENTAL ASSESSMENT:
