Description of Proposed Use and Activities We are dedicated to provide our local teens and community with opportunities to harness the power of TV and media in exciting new ways to reach, collaborate and engage with others. One of our main goals is to create and distribute content that bolsters community involvement, educates and informs. We will provide easy access to state -of- the -art studios, digital equipment, creation and media production programs, workshops and classes, free open areas, and professional expertise. Days /Hours of Operation Normal business hours are M -F 9 -5; however, as a TV station, KCAT operates 24/7 so there will be weekend and evening programs as well as engineers and others working as needed. Number of Daily Staff /Volunteers At this time, KCAT has 4 part -time staff people. Volunteers vary in number based on the various projects that occur each week. Some volunteers will work in the studios while others may be on location. Number of Daily Visitors We estimate 10 -25 rotating visitors on a daily basis: clients, public classes and workshops, volunteers, LGHS classes, crews, etc. The Venue has only two dedicated parking spaces. Based upon your proposal, how does your organization plan to mitigate traffic impacts? Since the amount of visitors to KCAT will vary hourly, daily, weekly and monthly, we anticipate that there will be ample parking spots. Students and others involved with KCAT or other non - profits using the space after school hours will park in neighboring or LGHS designated spots. Tenant and Capital Improvements: Describe modifications and /or improvements needed for proposed use Our plan is to create an environmentally - friendly, inclusive, open -space model which encourages interaction, collaboration, creativity and idea sharing. • TV studios • Production areas • Class rooms • Control Room • Open seating areas • Offices and work stations • Conference room for free scheduled use by local non - profit groups Special Requirements /Identify any other special requirements We will comply with ADA requirements. Costs and Funding Estimated capital improvement costs: $350,000 Estimated annual operating costs: $180,000 - $250,000 in first full year of operation Estimated annual maintenance costs: included in above Capital: • The plan is to identify and secure donations and sponsorships from corporate and individuals, foundation grants, and to offer naming opportunities to cover renovation - related expenses (contractors, plans, permits, building costs, etc.). Operating: • Revenue: Continued support from the Town of Los Gatos to broadcast government meetings and the allocation from Comcast franchise fees; revenue from instructional classes and camps; video productions services, memberships, and Board initiated fund raising efforts • Expenses: staff; broadcast /video equipment and engineering, computers and IT, office supplies and equipment, utilities and internet /cable, insurance, marketing/branding Maintenance: • Includes janitorial /custodial, landscaping, ongoing HVAC, electrical and plumbing Occupancy Where is this use currently located (if applicable)? KCATTV 15 is currently located at 20 High School Court on the campus of Los Gatos High School. When would your organization be ready to occupy the space? Depending on the approval cycle, we anticipate being able to occupy the space in Q1 of 2016. Describe your target demographic and how you plan to market to this group KCAT TV 15 serves a population of 30,000+ residents, as well as schools, community organizations and businesses located in Los Gatos and Monte Sereno. KCAT has a broader reach through community partnerships and via their live streaming web services. How does your oroposal utilize the building's close proximity to the LGHS campus and neighboring youth facilities? Presently KCAT is conveniently located on the LGHS campus which has been a bonus for us. The fact that the Venue is also on the high school campus allows KCAT to continue the opportunities we have created with the high school and other neighboring youth facilities. Leveraging the interests, talents and involvement of local teens, we collaborate extensively with the high school and all district schools through our coverage of sports, performing arts, New Tech, a variety of classes and special events. KCAT also partners with Los Gatos /Saratoga Recreation Department and Saratoga High School Media Center on programs and facility sharing. Guiding Principles of Venue Re -Use 1. The re -use of the former Venue should benefit the youth of Los Gatos by addressing the needs identified in the Teen Needs Survey: KCAT intends to address the needs of Los Gatos youth by ensuring the values of openness, inclusion, participation and empowerment through media and communications. A fundamental goal is for the re -use of this space to be fun, exciting, fresh and alive! Our mission is to provide youth with the knowledge, tools and experiences to use media as a catalyst for dialogue and social change. Our engagement models are designed to encourage youth to participate in multimedia arts production and content creation programs as well as related activities and projects of interest to them. Skill development such as researching, interviewing, writing, confidence building, leadership, conflict resolution, respect for diversity, civic participation, and global awareness will be encouraged. Creative and community -based use of video and multi -media will also serve as a means to develop post high school and career preparation skills, supporting educational attainment and future employment options. 2. The re -use of the former Venue should uphold the guiding principles of the Youth Friendly Business Program by creating a positive atmosphere, providing excellent customer service for youth, and supporting youth in the community. Addressed in proposal response. 3. Remodeling of the space will be done in such a manner as to: a. Meet ADA access requirements b. Avoid imposition of higher building standards c. Minimize potential environmental impacts d. Minimize the operational and maintenance costs to the Town e. Eliminate any existing safety hazard f. Meet Town parking requirements g. Incorporate green building practices as feasible All items addressed in proposal response. 4. Community collaborations and partnerships shall be explored. Addressed in proposal response. S.
