REMARKS:
This Desk Item includes a public comment (Attachment 9) and responds to a question from a
Council member.
uestion: Is a developer required to build housing for lower income households on the sites
identified to meet the Town's Regional Housing Need Allocation (RHNA)?
Response: No, a developer may apply to build housing on one or more of the identified
Housing Element sites and the housing is not restricted to a particular income category. The
Housing Element identifies adequate sites to meet the RHNA and action items to reduce the
barriers for a builder to develop affordable housing. Every year, the Town Council will
consider an Annual Report on the implementation of the General Plan and Housing Element
to monitor the production of affordable housing and the Town's progress to complete action
items.

Dear Mayor Jensen, Town Council Members, Planning Commissioners and Staff:
Thank you for the opportunity to provide comments on the 2015 -2023 Housing Element and share
the views of the Los Gatos Union School District ( "District ") as to the impact on our already
overcrowded schools. We respectively ask that this letter be submitted to the Town Council for
information for the May 5, 2015 agenda packet.
Since a significant portion of the residential growth anticipated in the Housing Element is located
within the District's boundaries, the District believes that all school districts within the Town of Los
Gatos should share the responsibility of providing educational services to the students residing
within the Town limits to meet the Regional Housing Need Allocation. It is our sincere hope that
the Town Council will keep the District's concerns in mind as you consider the impact of the
Housing Element on our schools.
