Attachment 4 March 25 PC Desk Itemt, PC Workshop DESK ITEM To: Planning Commission ��jj������y���%% From: Laurel Prevetti, Assistant Town Managgirrectoi oP Co !ty Development Subject: Housing Element Study Session Date: March 25, 2015 REMARKS As the Planning Commission prepares for the Housing Element Workshop /Study Session, staff would like to identify the sites that the Housing Element Advisory Board (HEAB) selected to meet the Regional Housing Needs Allocation (RHNA) for the Town's Housing Element Update. The Town can take credit for approved housing in 2014 to reduce the RHNA as indicated with the "approved units" row in the following tables. Table 1 identifies the sites selected in June 2014 to meet a RHNA of 603 units. Table 2 identifies the final recommended sites to meet a RHNA of 562 units, with additions underlined and deletions sfFaek out. The HEAB considered the original criteria of the General Plan Committee for selecting sites: • Fulfill State Requirements • Reasonably and equitably distribute sites across the Town • Minimize impact on environment and on local (Town, school district, traffic, parking and community, etc.) resources • Select sites that are viable (have a reasonable likelihood of being developed, since the goal is to provide affordable housing, not just provide a plan) The final recommended sites were approved by a majority of the HEAB (Beyer, Boudreau, Erekson, and Smith opposed). Members opposed to the motion indicated that the HEAB did not follow the criteria and that the sites were concentrated in a limited area of Los Gatos.
