The Police Department has a current need to upgrade its Mobile Audio Video System (MAV). The current MAV units were installed in 2007 and are outdated as well as experiencing software and hardware malfunctions. Camera technology, audio capabilities, and video storage and retrieval have all improved dramatically over the last eight years. The MAV units are placed in every patrol vehicle and are activated by a number of factors including use of emergency lighting, speed, and manual activation. Upgrading the MAY system provides greater resolution and visibility, and significantly improved audio that reduces background noise. In addition to the improved evidence capture capabilities, the improved storage capabilities ensure protection of evidence against loss with duplication and allows for immediate review of necessary video by authorized staff. The Police Department has selected a vendor and product through a competitive bid process. The proposed system integrates with the current body worn cameras the Police Department utilizes and new storage capacity would allow for both systems to be stored on one server. DISCUSSION: The use of MAV units contributes to officer safety, can provide important evidence of criminal activity, and helps to ensure police accountability and transparency. The project upgrade includes replacing the current 14 patrol vehicle MAV units with new equipment as well as installing MAV units in the two police motorcycles. L -3 Communications Mobile- Vision, Inc. manufactures Mobile Audio Video Systems and their product features state of the art video and audio technology including High Definition video recording. The system also includes a software package and DVD /Blu Ray Backup Robot that will streamline the storage and evidence capabilities of the MAV system. The project will utilize an existing server that will help with cost savings. The existing server is a Hyper -V platform and is a newer platform for the L -3 Communications Mobile- Vision, Inc. system. Because of the newer platform the Police Department and vendor have agreed upon a 90 -day system test and stability period. The L -3 Communications Mobile - Vision, Inc. system integrates with the current VieVu body worn cameras each officer wears during their patrol shift. This will allow for the sharing of one system platform for consistent and clear timeline videos. The new system will allow for all video evidence related to a single incident be placed together on a DVD /Blu Ray compared with the current system which requires two different videos to be created for viewing of evidence. The project also includes removal of current equipment and full installation of the new system including both hardware elements as well as software applications. System configuration and training of essential staff is included as well. RFP Process: On June 25, 2014, a notice inviting formal bids for the Mobile Audio Video System Project was sent to ten known Mobile Audio Video System companies. The bidding period was 24 working days. Bids were received from five companies on July 30, 2014. PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: MOBILE AUDIO VIDEO SYSTEM APRIL 22, 2015 The Selection committee, comprised of Town Staff from the Police and Information Technology Departments, reviewed all bids submitted on a variety of technical requirements and desired features. Original bids ranged in price from $115,382 to $149,212. The top three companies were invited to demonstrate their products on September 17, 2014. After careful analysis, incorporating feedback from line personnel and pricing negotiation the committee selected L -3 Communications Mobile - Vision, INC. as the lowest responsible vendor. CONCLUSION: Staff recommends the Town Council authorize the Interim Town Manager to execute a memorandum of agreement with L -3 Communications Mobile - Vision, INC. for the purchase of a Mobile Audio Video System. Staff recommends the Town Council authorize a revenue and expenditure budget adjustment in the amount of $31,066 to the Equipment Replacement Fund (5402- 81105) for the Police Foundation funding and MIS funding. Staff recommends the Town Council authorize a transfer in and a transfer out budget adjustment in the amount of $15,000 from the General Fund (I 11) and $16,066 from the MIS fund (621) to the Equipment Replacement Fund (631). ALTERNATIVES: In addition to the staff recommendation, the Council has two alternatives; Keep current equipment in the patrol vehicles: The disadvantage to keeping the current equipment is that the system is experiencing both hardware and software malfunctions and the camera systems have become outdated since they were installed in 2007. The advantage to keeping the current equipment would be for cost savings. This alternative is not recommended because the MAV system is an important evidentiary tool for the police department to use for investigations and for officer safety and accountability. The funds have also been planned for and designated in the Equipment Replacement Fund. 2. Remove MAV system from patrol vehicles and rely solely on the body worn cameras: The disadvantage to removing the MAV system from the patrol vehicles is that the loss of the equipment would create a void in video showing the viewpoint from the vehicle approaching a scene and would also remove the ability to obtain video evidence of arrestees from the rear passenger camera. This alternative is not recommended because the use of MAV system video has proven to be effective for use in police investigations as well as being utilized for officer accountability and officer safety. COORDINATION: The contents of this staff report were drafted in collaboration with the Departments of Finance and MIS and reviewed by the Town Attorney. FISCAL IMPACT: The cost of the MAV system is not to exceed $125,000. The expenditure will be funded by Equipment Replacement funds totaling $93,934, IT funds in the amount of $16,066, and donation funds from the Los Gatos/Monte Sereno Police Foundation in the amount of $15,000. The Los Gatos/Monte Sereno Police Foundation approved funding for the 2 motorcycles to be outfitted with MAV systems on January 12, 2015 in the amount of $15,000. There is sufficient funding in the MIS Fund from the IT Master Plan to fund the $16,066. ENVIRONMENTAL ASSESSMENT: This action is not a project defined under CEQA, and no further action is required. The Los Gatos -Monte Sereno Police Department will provide a server operating within a virtual environment (Microsoft Hyper -V) and storage which meets or exceeds the minimum specifications included in this document. A complete listing of the deliverables is included within this document. Before Purchase, the Los Gatos -Monte Sereno Police Department will evaluate a single FlashbackHD in car video system for up to 60 days. L -3 Mobile- Vision, the User Agency, the Prime Contractor, and any Subcontractors must ensure their personnel have ample time and resources to meet their respective tasks and assigned responsibilities. 3.1 Los Gatos -Monte Sereno Police Department Responsibilities 3.1.1 Work Environment • Provide access to a safe work area during the installation and configuration of all hardware and software. • Provide access to building or structure where the server (systems), network equipment, and any other locations required by the installer in accordance with project timeline requirements. • Provide appropriate staff for "train the trainer" training. • Provide scheduled access to all vehicles which L -3 Mobile- Vision equipment will be installed. Any vehicles not available for installation at the time of order placement and during the project timeline may be de- scoped at L -3 Mobile- Vision's discretion; to be completed in the future. 3.1.2 Program Management The Los Gatos -Monte Sereno Police Department will assign a single Program /Project Manager who will be the primary point of contact with participating organizations and who can make decisions for the Los Gatos -Monte Sereno Police Department. The Los Gatos -Monte Sereno Police Department Program /Project Manager must ensure that their personnel have ample time, resources, and expertise to meet their respective tasks and responsibilities. Generally, calls received by L -3 Mobile- Vision before 4:00 p.m. local (EST) will qualify for next - business day service, however, L -3 Mobile- Vision has no liability should the provider (DELL) postpone, cancel, or delay the service. In the event that additional parts /resources are required once the onsite technician is at the Customer's site, work may be temporarily suspended until the additional parts /resources arrive. We will assist your agency in facilitating repairs for these products through the provider. The customer may return a product for repair that is not covered by warranty. A standard repair fee, specific to the product, is charged for any product that is repaired outside of the warranty period.
