M01-13-2015 Town Council Meeting 02/03/15 Item # 1a MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING JANUARY 13, 2015 The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday, January 13, 2015. SPECIAL MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Marcia Jensen, Vice Mayor Barbara Spector, Council Member Steve Leonardis, Council Member Rob Rennie, Council Member Marico Sayoc. Absent: None PLEDGE OF ALLEGIANCE Mayor Jensen led the Pledge of Allegiance. The audience was invited to participate. VERBAL COMMUNICATIONS John Shepardson - Commented on whether the Town should switch from the Police Department to the County Sheriff for police services. Natalie Ladd - Commented on the speed limit and unsafe conditions for pedestrians on Blossom Hill Road between Los Gatos Blvd. and Roberts Road. PUBLIC HEARINGS 1. Conditional Use Permit Application U-12-002 and Environmental Impact Report EIR-13-001. Project location: 300 Marchmont Drive. Property Owner: Hillbrook School. Applicant/Appellant: Mark Silver. Appellant: Patricia Elliot (and others). Consider an appeal of a Planning Commission decision approving a Conditional Use Permit modification to increase school enrollment and modify operations of an existing private school (Hillbrook School) on property zoned HR-1. APNS 532- 10-001 and 532-11-011. Jennifer Savage, Senior Planner; Robert Schultz, Town Attorney; and Lisa Petersen, Town Engineer, presented the staff report. Patti Elliot, Representative for Elliot et al appellants - Spoke against the expansion of Hillbrook School. Public Hearing Item #1 – continued Cathleen Sullivan, Nelson/Hygaard Consulting Services - Spoke on the average versus maximum traffic cap. Kristina Nakagawa - Spoke in favor of the 880 average traffic count. Steve Beritzholf - Spoke on the traffic impacts. Charlie Leeming - Spoke in favor of the 880 average traffic count. Sharon Elder - Spoke against the student increase and the traffic impacts. Robyn Blum - Spoke on traffic caps versus averaging, and opening the access at Ann Arbor. Karen Anderson - Spoke in favor of the 880 traffic average. Doug Kernan - Spoke in favor of an average or combination of methods for the traffic count. Sally Edsall - Spoke in favor of the student increase and the 880 traffic average. Karen Meckstroth - Spoke in favor of an 880 average. Lee Quintana - Commented on the opening of the Ann Arbor gate. Ali Khani - Commented that there are no community benefits with increased enrollment at Hillbrook School. Jill Fordyce - Spoke on the definition of third party usage and requested it be clarified. Michele Regan - Commented on the summer use of the school. Heather Dal Cielo - Commented on summer and third party usage. Mark Silver, Head of Hillbrook School - Commented on rebuilding trust with the neighborhood. Mike Wood - Commented on traffic and increased enrollment in Los Gatos public schools. Margaret Randazzo, Hillbrook CFO - Commented on the timing restrictions by the Planning Commission for maintenance and staff arrival in the morning. Kim Vrijen - Spoke in favor of the traffic maximum. Greg Blum - Proposed a solution for traffic mitigation. Barbara Dodson - Spoke against the student increase and traffic averaging. Mark Jamieson - Spoke against traffic averaging and an increase in students. Bill Wagner - Spoke in favor of the 880 traffic cap. 3 Town Council/Parking Authority January 13, 2015 Public Hearing Item #1 – continued Maria Ristow - Encouraged denial of the additional students and requested clarifications to the CUP; set student enrollment cap to 315, and monitor and enforce by requiring reporting of the student enrollment each year; set a traffic level cap, not an average with monitoring and enforcement; prohibit third party usage of the campus, and monitor and enforce this; require reporting of the number of employees by requiring job titles and names; and remove prohibition of the Ann Arbor gate. Janhavi Gudal - Urged rejection of the application and the EIR. Brian Gally - Commented in favor of the 880 traffic average. Debora Wagner - Commented against the average daily trips. Pat Markman - Commented against the student expansion. Susan Piper - Commented against averaging traffic counts. Oliver Wang - Commented against the student expansion.
