Street safety, street narrowing. It's been said that we have a goal of protecting the trees in the Almond Grove and that is part of the reason for narrowing the streets making the planter areas larger. But what about the competing goal of safety for pedestrians and vehicles? Making the streets narrower will compromise human safety for tree safety. What process exists or has been used to weigh these competing goals? I'd like to see a poll of the property owners as part of a process to evaluate these competing goals. Connecting houses for fire sprinkler supply. When the Town proceeds with the resurfacing, at some time, one way or another, and the streets are dug up, I would like to see the homeowners have the opportunity to connect for fire sprinkler water. It makes sense to me to allow this while the streets are open rather than to come back later when a house is remodeled or built and then tear up the street to make a connection. I believe this should be facilitated for financial and safety considerations. Broadway and Almond Grove are Quite Different Neighborhoods. The Broadway and Almond Grove districts are quite different neighborhoods. Broadway is almost entirely residential from what I can tell, and it is sufficient distance from downtown that relatively few shoppers and diners park there. The Almond Grove, however, contains a school, a church, many residences, is used for transient parking for people going downtown, and serves some "cut- through" traffic getting from Highway 9 to Highway 17 southbound. Thus, the neighborhoods are different and the resurfacing projects should be considered separately for each neighborhood. The voting concerning asphalt versus concrete, should, in my opinion be broken down between Broadway and the Almond Grove allowing, perhaps, concrete for one and asphalt for the other. Fairness. It does not seem fair to resurface Broadway, Bachman, and Tait but not have immediate plans or funds to resurface neighboring streets. It seems it will make neighboring streets wait indefinitely for resurfacing while they are in bad condition right now and that does not seem fair to me. Funding. I'm wondering how it can be that streets of approximately 90 years of age do not have a secured fund for resurfacing. Seems to me we should have a sinking fund for the systematic resurfacing of our streets. request... That the plans for resurfacing Broadway and the Almond Grove be put on hold until the issue of narrowing the streets be put to a poll of the property owners to better gauge trade -offs between the safety of trees and the safety of people. The other issues should also be reviewed including the poll regarding asphalt versus concrete. Doerner - Save Our'Hood! 1 ALMOND GROVE STREETS PROJECT My objective in this communication is to provide documented information as well as my feedback /opinions concerning matters referred to in the Staff Report to Town Council's Agenda Item 14 for March 3,15. I highlight excerpts from that Staff Report at the beginning of each "Chapter" — outlined in RED —and attempt to follow the order as presented in that Report. But FIRST....... I acknowledge that almost all Town Staff members that have been in a position to influence this fiasco are no longer (or won't be soon) with the Town. We have a dedicated Council that deserves complete and accurate data /information necessary to make educated and valued decisions. Town Residents demand it! I offer the following as an attempt to provide you, our elected officials, with some of that data /information. I also offer some ideas for you to consider that I hope will contribute to a successful outcome — not just for every Almond Grove Resident or the Almond Grove neighborhood....... But for ALL Town Residents — Current and Future! Angelia M. Doerner - Save Our'Hood! 2 ALMOND GROVE STREETS PROJECT The Almond Grove Street Rehabilitation project will renew the streets,. curb and gutter, and sidewalks in the Almond Grove and Broadway historic districts. This project began with the rehabilitation of asphalt streets in the area in 2013 with a tubber cape seal project (see Attachment I for a list of streets completed previously and concrete streets that are still pending). Let's "renew" our memory of how "this Project" REALLY "began ": • Nov 25 `91- Adoption of Redevelopment Plan (Town Ord 1882) - Attachment 4 (Proposed Public Improvements): • Provision for Infrastructure Improvements — • A. Street Reconstruction Program • Almond Grove neighborhood • CIP Budget 2007 —Pilot Project to "Develop a design for the ... Almond Grove District ... to include safe and functional streets and sidewalks" • CIP Budget 2008, 2009 - Same • CIP Budget 2010 — Scope expanded to include Broadway, Glen Ridge, Bayview and all the asphalt streets west of AG District; also discussion of "back of sidewalk to back of sidewalk" approach Angelia M. Asphalt Streets — No, they are NOT in the Almond Grove! Yes, they were in really bad shape! I believe they were added to "this Project" because the Town's average Pavement Condition Index ( "PCI ") for residential streets was only 64 vs the Town goal of 70 -72; so low that it was pulling down Town -wide PCIs to an unacceptable level (after taking out the few Town arterial streets with PCIs of 85 +). If asked by any Town Residents why all these streets were being done — they could "use the ruse" that they were "in the Almond Grove Project" More on this in a moment.... But first..... Angelia M. Doerner - Save Our'Hood! 4 CIP Budget 2011, 2012 — Same — #1 under Strategic Goals for Infrastructure..... But the Town had other places to spend our money.... Library, Sports Park, Pageant Grounds, Police Headquarters........ CIP Budget 2013 — "Due to complexity of Project" a Study Session was held with Council on Dec 17 '12 in prep for prioritizing remaining CIPs at Jan 22'13 meeting. (No Public Notice to AG Residents!) At that time — NO decisions had been made - Because Staff had done Nothing to analyze and present options to our Council Are you ready for the punch -line? On Jan 22 '13, Staff had "this Project" as #7 (no further consideration until FY'15 '16)! Council unanimously voted it #1 over ALL CIPs. I don't think Town Staff wanted to do "this Project "; no one took ownership! There were no "Commissions ", No "Friends of Streets ", No "Parent Groups" to help do the work, or point the finger at, if anything went wrong. Only silly, old Residents......... Lets' Revisit Those Asphalt Streets • The 2011 Nichol's Report estimated $6.8 mil for recommended treatments by street (including slurry /scrub seals, mill and fills, RHMA overlays, partial /full reconstruction) and repairs to non - pavement features. • All streets were "completed "by EFY 2013 — using cape /slurry seals ONLY for ONLY $900k — almost .5mil SgFt Pavement Area ( >3miles) @ $16 /SgYd. I'm sure that REALLY helped our avg PCIs, but intuitively, something just doesn't "add up ". • Some of my Big ?s: How long will this short -term solution last on the worst streets — esp the 3 high -use "old composite streets" (Penn, GR, Hern)? Why wasn't this treatment used on Royce — Does anyone remember what happened with that street? Who /what do you trust? What was trade -off of up -front costs vs on -going maintenance — I think the exact opposite of Staff stance reg concrete vs asphalt! What's Done is Done...... That $5.4 mil of the total $13 mil Is to fully reconstruct ALL non - pavement features — whether they need it or not ? ? ? ? ?? • This is, perhaps, the most outrageous element cost -wise of this whole project! There absolutely are sections of sidewalks, curbs and gutters that need to be replaced — but this needs to be considered on a block -by -block basis — not 100W • The Nichol's 2011 report even refers to the apprx ':..150' (on most streets) near Santa Cruz which had bricks inlaid with the concrete...." and "curb ramps at SC had bricks inlaid along perimeter..." Are you ready for the punch -line? The "...bricks would need to be preserved during replacement of these curb ramps..... "III This work was just done when we reconstructed Santa Cruz! How could Town Staff accept such a report? (It was given to our Council as a Desk Item <1 hr before the meeting!) • How can Town Staff continue in this vein without challenging such nonsense? Current design still calls for 100% replacement! Or does it? It did less than 2 months ago (and six days ago when I asked to see them again at PPW. Are any design /specs factors included in the Staff Report to our Council? Please, Council, tighten those purse- strings until we know what's really NEEDED! Angelia M. Doerner - Save Our'Hood! 7 A. Broadway — I located ONE Failed Curb (near intersection of W. Main) and one 8" broken curb by the Church where Permit Parking sign had been installed — good job, PPW! Otherwise the curbs and sidewalks are probably the best in Town! A little grinding here and there — and you're done! B. Bachman /AG — Many contiguous sidewalk sections and curbs are fine, others are severely in need of replacement - primarily due to tree /root invasion, errant commercial trucks, and PPW's sloppiness. Also, think about how much streetscape has been redone by homeowners when they've remodeled (as required by the Town)! It doesn't appear that anyone is using common sense — let alone being cost - conscious! Wait until we chat about widening our planting strips and /or unnecessarily narrowing our streets! Angelia M. First time I have found this language AND 'decision" is in the RFP for street design work; pre - proposal meeting with consultants held BEFORE the first Resident Outreach meeting! • "Discuss ": "take into account different ideas and opinions" — there was no discussion at the Dec 16'13 Council meeting — only a Staff Report dated Dec 2'13 requesting $300k for design work on the 3 streets. It referred to 1) a non - existent value engineering analysis in Spring '13, and 2) the Oct 17 '13 Outreach meeting indicating "consensus was reached on phased project approach ". Hello! There was no "discussion " — it was "a done deal" — just like "concrete vs asphalt ". I've read about asphalt surface treatments — can be economical, easy to place, effective; double- surface treatments (if properly designed and constructed) give 3 times the service life for 1 % the cost; second layer of aggregate stone is smaller than in first layer — so provides more compacted "color" and minimizes loss of particles from graded cover aggregate. I'm simply not happy with ANY "trust me "s at this stage — have an asphalt dude bring samples (like they do at Planning Commission meetings) with current -day prices. Also, there is more to cost than "a bag of material" — there is time — that gets addressed in the next "chapter ". Or maybe I just don't know what "presented the information on the revised conceptual design" means. PPW essentially summarized a 1'/: memo. Topics included: • Summarized funding and street selection • How they were moving forward with "this Project" until "a number of residents expressed a desire for asphalt" — so they had to hold Outreach Meetings #3 and #4 (repeat of #3) • Mailed an informational ballot regarding material choice — said (like told to you) "60% of the residents favored concrete, and 40% of the residents favored asphalt ". • Outlined pros and cons (like has been done with you) • Said this matter would be the Mar 3 '15 Council agenda and they would provide you with both options — which they have done( ?). • Matter of clarification #1— when asked what the response rate of residents was, PPW said "just over 50% responded"". So, that is rather inconclusive — that math wouldn't get you a speed bump installed on your street! • Matter of clarification #2 — I do not recall a recommendation for "this Project" to "move forward" — but the HPC recommendation concerning alternative material was as is stated to you. Or is it that we are choosing to disregard professional advice -that we asked for? I have read other sources as well - based on the condition of the majority of our Concrete Slabs (Poor to Very Poor) with distresses including patching, spalling, longitudinal and traverse cracking, corner breaks, map cracking and downright "potholes" - this doesn't seem to be a wise choice. I have excerpted text from the 2011 Report below. Do our Town PPW Staff understand that they will be /are reporting to a new Town Manager ? Can they offer this alternative with a clear conscience? Am I missing something here? Am I on Candid Camera? "This ... involves adding a conventional hot mix asphalt concrete or AC layer to an existing ... (concrete) pavement. It is used to correct or improve the structural capacity or functional requirements such as skid resistance and ride quality. The use of an AC overlay is usually more economic when the existing pavement is still in good to fair condition. An overlay may be combined with other techniques such as cold milling, cold recycling, hot recycling, and heater scarification. The thickness of the new surface will be dependent on the type, severity and extent of the pavement surface distresses, the ride quality and the required structural improvement necessary to accommodate the design traffic. The advantages are many — see Staff Report. However, the disadvantages are that it will potentially increase the pavement grade, and reflection cracking is expected. Therefore, this alternative is applicable for AC pavements but not PCC (Concrete)." Angelia M. And now..... $ 1,230,000 $ 970,000 So, 27% "savings" by using overlay; but look at the ( * *) comment - the $750k includes "concrete removal & off - haul" — but "overlay" is to be "laid " on top of existing concrete — so even though everything says this is not a "good alternative" because of street condition, savings are how much more? However I support the staff recommendation to prepare bid documents for concrete and asphalt pavement options. The bid documents will help resolve the controversy raised by some neighbors who believe the reduced unit cost of asphalt will allow the $3,700,000 repair budget to be spread more evenly to additional streets and sidewalks beyond Bachman, Broadway, and Tait. As evidenced by the "Example Bachman Costs" attachment attached to your staff report, the comparison of "Reconstruction Concrete" and 'Thick Overlay" options is an apples and oranges comparison since grading, base rock, and concrete removal costs are not included in the Thick Overlay option. The `Thick Overlay" will cover the old concrete surface which may result in cracking as the old concrete road base shifts. The bid should include potential costs associated with shoring up sections of the roadbed. An additional option for consideration: "Repair existing concrete" Consider a "non build" option which reflects the wording contained in the Almond Grove and Broadway Historic District zoning ordinances. Almond Grove wording. Roads are concrete and should be repaired to maintain appearance as of the year 1976. (emphasis added) Broadway wording Roads are concrete and should be repaired to maintain appearance as of the year 1992. (emphasis added) This option would include new sidewalks and curbs and gutters but would retain the existing concrete roadbed. Highly fragmented sections of concrete and occasional road depressions would be repaired. This option is similar to the Thick Overlay in terms of construction but minus the cost of the asphalt. I mentioned this option to a few residents who thought the idea has merit. The patched street reflects the historic character of the neighborhood. Since the the 'repair" option retains the patchwork pattern of the streets, additional concrete trenching to accommodate new utility work would be far less noticeable. Thank you for your time.
