Planned Development Overlay Zone
Resolution to appoint a Study Committee
Dear Mayor Jensen and Town Council,
Please consider the following comments and suggestions on the Draft Resolution and
Study Committee:
1. Draft Resolution:
I support the Council's Resolution to appoint a working committee to study the
Town's current Planned Development Zoning Ordinance
2, Attachment 4, Exhibit A: Planned Development Study Committee:
Mission:
• Connection between CUP's and PD's•
have reviewed several recent residential projects that were approved with a CUP
after the adoption of the 2020 GP. I suspect the language added (and deleted)
relative to PD's by the 2020 GP may be tied to how CUP's are being used for
residential projects as well as for PD's.
Please consider adding a review of CUP's for residential developments in
Non - Residential Zoning Districts to the Study Committee Mission
Committee Members:
• Composition•
In the last couple of years there has been increasing concern expressed by
residents over how PD's are being used.
Please consider appointing two Town residents. Consider making the
following changes to the Study Committees composition:
• Delete the following:
Replace with the following:
One (1) Member with Land Development /Construction Experience
One (1) Member with Business Ex erp fence
Two (2) Members who are Town residents

3. List of PD projects - Augment the list with additional information .
• Additional information will help the committee
• Identify whether a change in the way PD's are implementation has occurred
• Determine when the change occurred, if they have
• Trace possible reasons for any change that has occurred
• At a minimum please add the following information:
• Address of the PD
• File number for the PD's and any other approvals
• Underlying General Plan Designation and underlying Zoning District
• Approved uses
• Deviation from General Plan or Zoning regulations.
• General Plan Amendment processed with the PD approval.
• Subsequent modification or Amendments to the PD if it has been modified.
Please also consider adding a similar table for multi - family and/or residential
condominium projects approved with a CUP.
