Subject: North 40 Specific Plan TIA: Additional Future Year Information
This memorandum provides additional information about the traffic effects associated with the following
potential projects as requested by Town Council:
• The proposed Dell Avenue Area Plan as outlined in Campbell's July 2, 2014 Notice of Preparation
• The proposed Good Samaritan Emergency Room Expansion
• The proposed Samaritan Court medical office building
The North 40 Specific Plan TIA includes future projects as identified during the TIA development. The
projects listed above, however, were either recently proposed or the plans have recently changed, as in
the Dell Avenue project's case, and they were not included in the TIA.
BACKGROUND
The North 40 Specific Plan TIA analyzed a future year scenario denoted "Cumulative 2" that analyzed the
traffic effects due to implementation of speculative projects in the North 40 vicinity. The Cumulative 2
traffic projections include existing volumes, traffic generated by approved developments, traffic generated
by pending developments, and anticipated traffic from two long -range developments which are in
preliminary planning stages: the Dell Avenue Specific Plan development in Campbell, and affordable
housing construction as part of the Affordable Housing Overlay Zone in Los Gatos.
The North 40 Specific Plan TIA evaluated two project conditions under the Cumulative 2 scenario: Project
Alternative A and Project Alternative B.
Project Alternative A
— Retail: 269,000 square feet
— Hotel: 150 rooms
— Office: 125,000 square feet (62,500 square feet of medical /dental office and 62,500 square feet of
general office space)
— Residential: 364 units (73 cottage cluster units, 73 apartments and 218 condominium /townhouse
units)

- Project Alternative A will generate approximately 15,757 daily trips, 685 AM peak hour trips, and
1,526 PM peak hour trips (as presented in the TIA).
Project Alternative B
- Retail: 400,000 square feet
- Hotel: 150 rooms
- Residential: 364 units (73 cottage cluster units, 73 apartments and 218 condominium /townhouse
units)
- Project Alternative B will generate approximately 15,500 daily trips, 470 AM peak hour trips, and
1,488 PM peak hour trips (as presented in the TIA).
The Dell Avenue Area Plan Notice of Preparation (NOP) was released in July 2014, after the North 40
Specific Plan TIA was finalized. The Dell Avenue project description in the NOP changed from what was
analyzed in the Cumulative 2 scenario in the TIA. The Good Samaritan and Samaritan Court projects have
also been proposed since the analysis in the TIA was near completion.
This memorandum presents informational future year Level of Service (LOS) results assuming the
development of the proposed Dell Avenue Specific Plan project (as described in the July 2014 Notice of
Preparation), the proposed Good Samaritan ER expansion, and the proposed Samaritan Court medical
office building. The traffic generated by these projects was added to the "Cumulative 2" traffic forecasts
and the level of service at all study intersections was recalculated. Table A describes the three projects
that were added (or changed).

TRIP GENERATION AND DISTRIBUTION FOR NEW /CHANGED PROPOSED PROJECTS
Trip generation and distribution were prepared for the three new /changed projects as follows:
• Dell Avenue Area Plan: Trip generation and distribution were taken directly from the TIA
Notification Form package submitted by the City of Campbell to VTA on May 16, 2014. The trip
generation and distribution were provided as an attachment to the TIA Notification Form in a
memorandum dated March 2014. The project is expected to generate 27,400 daily trips, 3,600 AM
peak hour trips, and 3,560 PM peak hour trips to the roadway network.
• Good Samaritan ER Expansion: Trip generation was developed using standard trip generation
rates for hospital space based on number of new beds published by the Institute of
Transportation Engineers in its Trip Generation manual (2012). Trips were distributed through the
street network based on engineering judgment and local knowledge, with the assumption that
trips to and from the emergency room would be more local than typical hospital or medical office
building traffic. Adding trips for the ER Expansion is a worst -case scenario approach because the
expansion does not actually add new square footage to the hospital. Instead, it reallocates
existing hospital space to the ER. The project is expected to generate 300 daily trips, 27 AM peak
hour trips, and 32 PM peak hour trips to the roadway network.
• Samaritan Court Medical Office: Trip generation was developed using standard trip generation
rates for stand -alone Medical Office space published by the Institute of Transportation Engineers
in its Trip Generation manual (2012). Trips were distributed through the street network based on
engineering judgment and local knowledge. The project is expected to generate 2,420 daily trips,
154 AM peak hour trips, and 178 PM peak hour trips to the roadway network.
ANALYSIS RESULTS
Trips from these new /changed projects was added to the Cumulative 2 traffic forecasts and TRAFFIX
software was used to evaluate the effects of these projects under no- project (no North 40) and project
(with North 40) conditions. The analysis includes baseline lane configurations and does not include any of
the transportation mitigation (improvements) that were identified in the North 40 Specific Plan TIA. Table
B summarizes the Level of Service (LOS) at four study intersections that experience a notable change
when traffic generated by the new /changed projects are added. As shown and compared in this table, the
North 40 project is expected to cause negligible increase in delay and no changes to the levels of service

for these four intersections. A complete LOS comparison table for all study intersections is provided as
Attachment A to this memorandum.
Freeway segments are not addressed by this memorandum because the VTA guidelines only require
freeway analysis for existing conditions; therefore, North 40 Specific Plan TIA and this additional
information does not analyze freeway segments for cumulative scenarios.

Adding the new /changed project traffic changes LOS and delay at the following intersections when
compared to the Cumulative 2 No- project analysis presented in the TIA:
• Winchester Boulevard /Knowles Drive (Intersection 2): Knowles Drive is one of the main access
points to the proposed Dell Avenue Area Project. Therefore, the LOS at the Winchester
Boulevard /Knowles Drive intersection will worsen. The Dell Avenue Area Plan project accounts for
approximately 30% of the total intersection traffic during the AM peak hour and 25% during the
PM peak hour. The North 40 project traffic is approximately 2% of the total intersection traffic
during the AM peak hour and 5% during the PM peak hour.
Since the Winchester Boulevard /Knowles Drive intersection is a key access point for the Dell
Avenue Area Plan, we anticipate that intersection improvements will be identified as part of the
Dell Avenue planning process.
• Bascom Avenue and Camden Avenue (Intersection 14): Adding the new /changed projects
worsens future year LOS during the AM peak hour from LOS D to LOS F and the PM peak hour
from LOS D to LOS E+ when comparing the Cumulative 2 results presented in the TIA to the new
information provided in this memorandum. This change is due to traffic associated with the Dell
Avenue Area Plan. The North 40 project increases delay by approximately 0.5 seconds in the AM
and accounts for less than 1% of the project traffic. During the PM peak hour the North 40 project
increases delay by approximately 3 seconds during the PM and accounts for approixmately 2% of
the total intersection traffic. These are minor changes; therefore, specific improvements were not
identified at this location.
• SR 17 Northbound Ramps and Camden Avenue/White Oaks Road (Intersection 30): Adding
the new /changed projects exacerbates LOS F conditions during the AM Peak hour and worsens
future year LOS during the PM peak hour from LOS E to LOS F when comparing the Cumulative 2
results presented in the TIA to the new information provided in this memorandum. This change is
due to traffic associated with the Dell Avenue Area Plan. The North 40 project increases delay by
approximately 0.3 seconds in the AM and 0.3 seconds during the PM, which are minor changes;
therefore, specific improvements were not identified at this location. The North 40 project
accounts for less than 1% of the total intersection traffic.
• SR 17 Southbound Ramps and San Tomas Expressway (Intersection 31): A Adding the
new /changed projects exacerbates LOS F conditions during the AM Peak hour and worsens future
year LOS during the PM peak hour from LOS E to LOS F when comparing the Cumulative 2 results
presented in the TIA to the new information provided in this memorandum. This change is due to
traffic associated with the Dell Avenue Area Plan. The North 40 project has no effect during the
AM and increases delay by approximately 0.3 seconds in the PM, which is a minor change;
therefore, specific improvements were not identified at this location. The North 40 project
accounts for less than 1% of the total intersection traffic.
LOS and delay at the other study intersection do not change notably due to the addition of traffic from
the Dell Avenue Area Plan (based on the NOP project description), the Good Samaritan ER expansion, and
the Samaritan Court medical office building.

Mitigation was necessary at three study intersections for the Cumulative 2 scenario in the North 40
Specific Plan TIA. The effect of the new /changed projects on those three intersections is provided in the
tables below. Table C -1 and Table C -2 summarizes traffic analysis that answers the question, "If the
transportation improvements that were identified in the North 40 Specific Plan TIA are assumed in place,
do the study intersections where improvements are made operate acceptably once the new /changed
projects are added ?"

Two study intersections would require additional improvements beyond those identified as mitigation for
the North 40 project in the North 40 Specific Plan TIA to operate acceptable LOS (LOS D- or better). These
additional improvements are needed due to the new /changed proposed projects. Each intersection and
the necessary additional improvements are described as follows:
• SR 17 Southbound Ramps and Lark Avenue (Intersection 11): The mitigation in the North 40
Specific Plan TIA is: the eastbound approach would be restriped to accommodate two left turn
lanes, one through lane, one shared through /right lane.
The additional improvement to provide acceptable LOS is: add a westbound right turn pocket and
adjust the signal cycle length. This additional improvement would provide LOS D- or better with
the proposed new /changed projects.
Los Gatos Boulevard and Samaritan Drive /Burton Road (Intersection 19): North 40 Specific
Plan TIA is: the eastbound approach would be converted to one left turn lane, one shared
left /through lane, and one right turn lane.
The additional improvement to provide acceptable LOS is: Re- stripe the northbound approach to
add a third northbound through lane at the intersection approach (within the existing right -of-
way), consistent with long range plans for the corridor per the Town of Los Gatos. This additional
improvement would provide LOS D- or better with the proposed new /changed projects.
