PPW Job No. 13-29 Guardrail ReplacementMEETING DATE: 12/02/14 � ITEM NO: Boa s�oS COUNCIL AGENDA REPORT DATE: NOVEMBER 12, 2014 TO: MAYOR AND TOWN COUNCIL FROM: GREG CARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 13 -29 — GUARDRAIL REPLACEMENT PROJECT 411-812- 0120 AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK OF MIDSTATE BARRIER, INC. AND AUTHORIZE RECORDING BY THE CLERK ADMINISTRATOR. RECOMMENDATION: Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of Midstate Barrier, Inc. and authorize recording by the Clerk Administrator. BACKGROUND: The Town's adopted five year Capital Improvement Program (CIP) Budget designates funding for infrastructure construction projects. This is consistent with the Town's goals to improve public safety and improve the quality of Town parks, streets, and facilities. On June 16, 2014, the Town Council awarded the contract to Midstate Barrier, Inc. to install new standard guardrail in several sections of Hicks Road to address the safety issues for vehicular traffic. Additionally, two sections of guardrail on Wood Road and Foster Road were replaced with new standard guardrail to address similar vehicle safety issues. The total approved contract amount for this project was $132,501. Actual contract expenditures for this project equaled $123,483, a savings of approximately 7 %. DISCUSSION: The work has been satisfactorily completed by the vendor for this project and staff recommends acceptance. Five percent of the faithful performance bond will remain in effect for a period of two years as guarantee for any needed repair or replacement caused by defective materials and workmanship. CONCLUSION: Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of Midstate Barrier, Inc. and authorize recording by the Clerk Administrator. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301 c). A Notice of Exemption will not be filed. FISCAL IMPACT: This project was completed within the Council approved budget, as demonstrated in the table below.
