PresentationSmall Town Service ~ Community Stewardship ~ Future Focus Small Town Service ~ Community Stewardship ~ Future Focus Los Gatos Veterans Memorial Los Gatos Town Council Nov. 4, 2014 Small Town Service ~ Community Stewardship ~ Future Focus BACKGROUND •Veterans Memorial and Support Foundation •Nov. 5, 2012 Council Meeting –Foundation requests support and funding –Council Action: “submit 2 to 4 proposals” •March 2013 Stakeholder Meeting •March 2014 Strategic Goals –“Partner with Veterans Committee to develop a Veterans Memorial in Los Gatos” –“Develop plan to enhance the aesthetics and use of the Civic Center as a community resource” Small Town Service ~ Community Stewardship ~ Future Focus FOUNDATION PROPOSALS •Focused on primary use of the upper deck –Original proposal in 2012 –Artists’ proposals in 2014 •Also includes use of lawn and flag poles –Original proposal in 2012 –Preferred option in 2014 (dual pathways) •Artistic variations –Preferred trellises or symbolic tree –Various statuary (eagle, single or multiple figures) –Up to 20 -foot tall symbolic flame Small Town Service ~ Community Stewardship ~ Future Focus POLICE ADMIN MUSEUM FOUNDATION PREFERRED OPTION Small Town Service ~ Community Stewardship ~ Future Focus OTHER SUGGESTED LOCATIONS •Pageant Grounds •Bridge to Pageant Grounds •Raised platform on the upper deck •Corner of upper deck (over lawn & rose garden) •Lower space between Police and Museums •Civic Center lawn by Pageant Way parking Small Town Service ~ Community Stewardship ~ Future Focus PUBLIC ART POLICY & PROCEDURE •Adopted in 1992, Modified in 2009 •Requires Arts & Culture Commission Review –Subcommittee provides recommendation –Involve Parks Commission and/or Community –Criteria and conditions specified •Final action by Town Council –A separate process may be established by Council for “new Town facility” and/or “Town construction” –Prior Council action specified return to Council Small Town Service ~ Community Stewardship ~ Future Focus OTHER ISSUES A.CEQA – Some level of review required A.Aesthetics, including size and scale B.Lighting, including uplighting (possible biotics ) C.Others may arise depending on final design B.Fiscal Impacts A.Private funding assumed for Memorial B.Town has not historically “waived” fees C.Council could allocate funds for fees or a grant D.Typically done at Mid -Year or Annual Budget Small Town Service ~ Community Stewardship ~ Future Focus POSSIBLE COUNCIL ACTIONS R.Refer to Arts Commission with response by June 1.Convene Civic Center stakeholders’ session 2.Initiate Council -directed lease negotiations 3.Waive Public Art Selection Policy and Procedure 4.Request Foundation to provide location options 5.Direct staff to prepare budget modification
