Los Gatos Education Foundationt wx f MEETING DATE: 11/04/14 ITEM NO: r toa c��ss COUNCIL AGENDA REPORT tC� DATE: OCTOBER 29, 2014 TO: MAYOR AND TOWN COUNCIL p FROM: GREG LARSON, TOWN MANAGER SUBJECT: TOWN CO- SPONSORSHIP OF THE LOS GATOS EDUCATION FOUNDATION RECOMMENDATION: Support Town co- sponsorship of the Los Gatos Education Foundation for future events and banners at the Los Gatos Civic Center, subject to regular review of special event applications and banner permits. BACKGROUND: Town policy and practice currently only allows events at the Civic Center which are co- sponsored by the Town. Further, banners may only be posted at the Civic Center associated with Civic Center activities and events. Any co- sponsored events are required to have a Special Event Permit and any banners are required to have a Banner Permit, both of which are administratively issued. DISCUSSION: The Los Gatos Education Foundation (LGEF) is a non -profit organization that supports all schools in the Los Gatos Union School District serving kindergarten through eighth grade. LGEF has hired its first Director on a half -rime basis and is working to expand its relationships and collaborations with other Los Gatos institutions and organizations, including the Town of Los Gatos. In addition, LGEF has scheduled early November as LGEF Week and is seeking Town support for that effort. Specifically, LGEF would like to hang a banner on the front of the Civic Center as has been allowed by other Town co- sponsored organizations and events including Music in the Park, Los Gatos Museums, and Fiesta des Artes. A rendering of the banner is attached and would be hung from Wednesday, November 5 through Sunday, November 16 if the Council approves the Town's co- sponsorship as requested and recommended. Monday, November 3rd through Sunday, November 161i is Los Gatos Education Foundation Week (LGEF Week,) throughout Town, and on all five campuses of the Los Gatos Union School District. LGEF Week is a call to action to all families in the Los Gatos Union School District, and the greater community of Los Gatos, because additional support is essential to maintain the educational excellence we enjoy in Los Gatos Union School District, to ensure that the students continue to receive the high - quality programs and resources vital to their education. As the Los Gatos Union School District is truly a gem of this community, and is one of the institutions that truly makes Los Gatos a wonderful Town, we seek Town's support of the Los Gatos Education Foundation, to accept this application for a special event banner at the Civic Center. It is our goal that all Los Gatos will seethe importance of supporting the Los Gatos Education Foundation. LGEF Week will be very visible across town - with signs and balloons at multiple business partners, and banners and signs at every school in the district. In addition, The Wooden Horse and Los Gatos Coffee Roastine - both long -time supporters of the Los Gatos Education Foundation and both locally owned small businesses - are this year's LGEF Week's main sponsors. Los Gatos Education Foundation is a parent -run, non - profit organization that raises essential funds for all students in the Los Gatos Union School District. Since it's founding in 1982, Los Gatos Education Foundation has contributed over $10 Million to enhance the district's limited budget in support of our students. Thanks to the generosity of our community, the Los Gatos Education Foundation raises over $600,000 in grants for district -wide programs, each school year. With enrollment at an all time high, the Los Gatos Education Foundation would like to raise additional funds to cover educational essentials required for the 2015 -2016 operating budget. Donations raised by Los Gatos Education Foundation directly benefit all 3,300 students at Blossom Hill, Daves Avenue, Louise Van Meter, and Lexington Elementary Schools and at RJ Fisher Middle School. Donations fund equitable programs across the district in the areas of Science, Music, Art, Resources (Counseling and Project Cornerstone) and Technology. Unfortunately taxes and parcel taxes do not cover the cost of educating the whole child. The schools in the Los Gatos Union School District rely heavily on a blended funding model that includes annual property taxes, parcel tax, and private donations from the Los Gatos Education Foundation and five Home & School Clubs. The Los Gatos Union School District is ranked among the lowest in the country for per student spending. As of January 2013, California tumbled two more spots and ranks 49th overall in how much it spends per student, 28% below the national average. As a district, we receive almost no funding from the Federal government. We look forward to working to expand our relationships and collaborations with other Los Gatos institutions and organizations, including the Town of Los Gatos, with the goal of providing the children of Los Gatos the best education possible!
