This is a public art project requiring unique talents of sizable scale. 47 We then created a very detailed RFP that was submitted on an electronic system known as Call for Entry or CAFE.org. Invited artists were able to enter into CAfe their application, proposal, professional resume, rendering samples or photos of prior work, their "tribute to freedom " /memorial design and commitment to a preliminary set of terms for their entry. Artist submissions were received in October, 2013. Our Artist Call to Arms Challenge was responded to by high caliber and very professional artist teams. Some teams responded with multiple designs. Over the course of the project we had ten designs/ design variations to review for the tribute to freedom. We saw drawings, 3D renderings, architectural 3D models, actual carving samples and maquettes or mini- sculpture works of art along with the proposal submissions. Artists then presented their design concepts to the committee in December, 2013. Our top four artists included Guy Bellaver, a professional artist / sculptor with over 35 years of expertise to include prior work with memorial projects. 50 Locally Los Gatos based professional architect Rick Guidice and sculptor Tony Lynott who submitted a design as a combined team known as the Veterans Tree. 610 The Morris team — artist Frank Morris and professional estimator /designer William Morris who presented a design known as the Guardians of Liberty. Bill Morris is from the Bay Area; Frank Morris has lived in California, NYC and now resides in Tennessee. 52 And local artist and former California senator Jerry Smith from Saratoga. 53 In April 2014, four artist teams were then narrowed to two artist teams with multiple designs following a great deal of deliberation and consideration. The two design concepts submitted by our artist teams are known as: • The Veterans Tree by Tony Lynott and Rick Guidice. • The Guardians of Liberty created by Frank and William Morris. 54 I'm sure it doesn't surprise you that art is personal. Our committee members had individual wish lists for enhancements to the renderings. We asked each of the committee members to detail their descriptions for what they would individually like to see, prepared a 69- question survey that we used as the basis for the committee to delineate their popular vote for each of the 69 questions. The outcome of that exercise was given to the top two artist teams and the artists were asked to consider incorporating the concepts into their designs. In the end, the artist owned the aesthetic responsibility for the design. So, if the artist chose not to incorporate an element, that was his or her prerogative. They were asked to provide to us, their best recommendations for that which they felt would best work given their design attributes. 55 CaA�i: EHrsy . That concept was for a hybrid design — a request for the artists to consider a combination of the two designs submitted by the two artist teams. And now, we invite you to view our top four submissions as determined by the Foundation Committee. 57 Guardians of Liberty Rendering Media Views Submitted bvTeam Morris toCaFE Pulled from the CaFEwebsitebv Veterans Foundation Please refer to the CaFE website for the full proposal First Place Committee'sTop Choice Guardians of Liberty Freedom's Eagle The top choice on behalf of the Foundation Committee was the Guardians of liberty design. Artist Frank Morris proposes using the Civic Center plaza keeping the existing perimeter of the fountain in place and installing four arbors with planters and seating to provide greenery, coolness, shading and comfortable seating located where the existing seats currently reside on the plaza. The Committee requests that the artist use low maintenance materials for the arbors which is very doable. Arbors can be made of concrete or composite low maintenance materials to even take on the look of natural tree branches if desired, as example. An optional consideration is the placement of misters that are thermostatically controlled for placement in the arbors for additional coolness that would operate on extra hot days. This is a tops down view of the plaza space. O This is a three-quarters view of the same. The Morris Team proposes facing the existing fountain perimeter with granite and installing a platform in the center upon which the focal point of their tribute to freedom would be centered. 61 This is a ground view of the arbors upon the plaza. C' Artist Frank Morris views the mission in this project to be one that creates a touching tribute that honors all of America's Veterans so their sacrifices will always be remembered with the emphasis on a symbolic figure that represents all veterans who served and sacrificed on behalf of the call to freedom. "The emotion of seeing a tangible and moving representation of that ideal, will serve to motivate and encourage continued support for veterans through the Los Gatos Veterans Memorial Foundation in perpetuity." The focal point is a bronze statue of a U.S. military service member with eagle and reflective spire of brushed silver surface that reflects the changing color of the day, with an artificial flickering eternal flame in the background situated on a rubble pedestal in the center of a mist fountain with optional nighttime non - invasive up- lighting. A low mist fountain serves to provide additional cooling and aesthetic appeal upon the plaza. The mist fountain is optional. The Guardians of Liberty includes the bald eagle, an iconic American symbol of great strength, majestic appearance and freedom. The eternal flame in American heritage represents honor and respect. Today, the eternal flame sits lit in front of the Tomb of the Unknown Soldier and Kennedy's grave. Frank Morris proposes an eternal flame spire representation that is artificially lit to serve as the backdrop of the statuary. The theme interpretation can be many from this piece. The artist intended it to be a representation of a service member who is posed offering a salute to the site of deployment before departing for home. He has completed his purpose. Mission accomplished. 10V
