Artist Frank Morris proposes using the Civic Center plaza keeping the existing perimeter of the fountain in place and installing four arbors with planters and seating to provide greenery, coolness, shading and comfortable seating located where the existing seats currently reside on the plaza. The Committee requests that the artist use low maintenance materials for the arbors which is very doable. Arbors can be made of concrete or composite low maintenance materials to even take on the look of natural tree branches if desired, as example. An optional consideration is the placement of misters that are thermostatically controlled for placement in the arbors for additional coolness that would operate on extra hot days. This is a tops down view of the plaza space. 0 This is a three - quarters view of the same. The Morris Team proposes facing the existing fountain perimeter with granite and installing a platform in the center upon which the focal point of their tribute to freedom would be centered. 5 This is a ground view of the arbors upon the plaza. Artist Frank Morris views the mission in this project to be one that creates a touching tribute that honors all of America's Veterans so their sacrifices will always be remembered with the emphasis on a symbolic figure that represents all veterans who served and sacrificed on behalf of the call to freedom. "The emotion of seeing a tangible and moving representation of that ideal, will serve to motivate and encourage continued support for veterans through the Los Gatos Veterans (Memorial Foundation in perpetuity." The focal point is a bronze statue of a U.S. military service member with eagle and reflective spire of brushed silver surface that reflects the changing color of the day, with an artificial flickering eternal flame in the background situated on a rubble pedestal in the center of a mist fountain with optional nighttime non - invasive up- lighting. A low mist fountain serves to provide additional cooling and aesthetic appeal upon the plaza. The mist fountain is optional. The Guardians of Liberty includes the bald eagle, an iconic American symbol of great strength, majestic appearance and freedom. The eternal flame in American heritage represents honor and respect. Today, the eternal flame sits lit in front of the Tomb of the Unknown Soldier and Kennedy's grave. Frank Morris proposes an eternal flame spire representation that is artificially lit to serve as the backdrop of the statuary. The theme interpretation can be many from this piece. The artist intended it to be a representation of a service member who is posed offering a salute to the site of deployment before departing for home. He has completed his purpose. Mission accomplished. 7 The statuary and eternal flame would be positioned on a rubble - looking platform located in the center of the fountain. The maximum height of the piece is 18' to 20' in size plus its pedestal base. It should be noted that the dimensions of the design can be altered and are conceptual at this time. If awarded the business, the artist intends to set up a mock -up representation much akin to that which is done in house construction, for viewers to consider in terms of height and dimensions. 2'8" of the piece will be sunk into the fountain behind the fountain wall. Therefore, if one considers that which will be seen, considering the fact that 2'8" is installed at the pedestal base and is flush with approximately the top of the existing fountain wall, the piece will include the heavier pieces of the statuary: • A pile of rubble that is approximately 1.S' • A service member that is about 9' An eagle that is approximately 4.5' And a much lighter piece of statuary particularly as the piece nears the top: ® The eternal flame spire of 18' to 20' for which actual spire sizing and height is to be finalized downstream. 9 As mentioned, the top two artist teams were presented with survey results and follow -on feedback of the most popular items on the Committee's desired enhancement list. The team responded with the following embellishments... 10 The Morris team proposed a path containing dedicated bricks and pavers from Main Street to the Civic Center with ground and tree lighting for nighttime enhancement and signage that denotes the location of Civic Center as one sees in this daytime view. 11 View for the same at dusk. 12 The Morris team proposed granite or bronze bas - reliefs for brick walls as follows: • Town Clerk and Town Manager Executive Office wall to the left of the Plaza landing dedicated to recognizing Veterans. • Police Headquarters wall to the right of the Plaza landing dedicated to recognizing major Donors. • Police Headquarters Pageant Way stairway entrance wall dedicated to recognizing First Responders. • Museums Pageant Way stairway entrance wall dedicated to recognizing historical events in Los Gatos' military history. This depicts a wall of recognition composed of granite slabs with name carvings of donors, veterans or first responders. The next slide depicts a wall of recognition that depicts scenes created with bronze bas - reliefs. 13 The slide depicts a wall of recognition that depicts scenes created with bronze bas - reliefs to recognize major events in Los Gatos' history in which our military forces or first responders were employed. The artist leaves the contents of the proposed walls to our discretion. Overall: The Foundation Committee viewed the Guardians of Liberty as the top design for the reason that they felt that it delivered a message of honor and respect to our veterans and first responders while also improving the Civic Center space that would deliver the attributes quoted as desired by the stakeholder on March 1, 2013. in addition, the Committee felt it was vitally important that our tribute to freedom pull at the heartstrings of those who viewed it which they believed was delivered in through the eagle and figurative statuary. The Committee liked the fact that the memorial was recognizable as a tribute to freedom from a distance, not just close at hand that would demonstrate the Town's support for those who serve and would therefore further the message that Los Gatos is a place that honors freedom. Finally, the Committee liked the ability to recognize veterans, first responders, historical military events in Los Gatos' history and donors which are served through the walls of recognition. Of great importance, the Committee felt this representation would generate contributions on behalf of donors in our constituency. And, as an aesthetic enhancement and safety measure, the Morris team proposed angling the top of the granite covered fountain wall to discourage children or teens from skateboarding, attempting their balance beam skills, or taking advantage of a flat surface. His work: • Was selected for Artists Magazine, chosen from over 5000 entries, • Was awarded "Winner" of over 35oo entries for his graphic design for Print Magazine. • Was chosen as Juror of National Competition of Realistic Art, 15t place winner of over goo submissions from over 47 states across America and Canada for his realistic art, • Received multiple citations for Communication Arts Magazine, Outstanding American Illustrators of America and Society of Illustrators. • Has appeared numerous times in Newsweek Magazine, New York Magazine, and many other national publications. Frank Morris is a Master Designer for the United States Mint for which he has designed numerous coin bas - reliefs. His designs have been chosen for three awarded Congressional Medals to the Code - Talker Navaho Indians who assisted America's military in World War II. Frank Morris is a U.S. Air Force veteran. 17 Tribute to Freedom Benefits ✓ Creates positive portrayal for sacrifices made by service members /veterans and first responders. ✓ Transforms the Civic Center plaza to fulfill the desired future goals for the stakeholders in the March 1, 2013 brainstorming meeting by aesthetically enhancing the plaza with providing an artistic focal point, greenery, shade, a direct path to the Civic Center from Main Street, lighting for security and a dramatic nighttime public display. ✓ Shared space - honors and respects local Los Gatans who have served the duality of their country and their community. They have defended a virtue of shared importance to Americans — freedom, and contributed to our local community. ✓ The newly designed plaza provides a multi- functional urban space for civic ceremonies and reclaims an under -used important public setting — an inviting location where citizens can relax, attend art gallery showings and cultural events, host book club meetings and listen to music. Tribute to Freedom Benefits Continued ✓ Provides a venue for celebrating patriotic holidays, which in turn serve as a catalyst for educating the community of Los Gatos on the sacrifices borne by those who have served America. ✓ Distinguishes and magnifies the Civic Center prominence drawing many local citizens and visitors to this attraction by creating another reason to frequent Civic Center and the downtown area. ✓ Los Gatos is a sophisticated town with a small town feel. The Guardians of Liberty includes the bald eagle, an iconic American symbol of great strength, majestic appearance and freedom. This symbol, by association, augments the Town's brand and characteristics with a patriotic theme of honor, respect and gratitude for America's veterans. W The Veterans Foundation of Los Gatos recommends immediate approval of the Guardians of Liberty conceptual design for Los Gatos' Tribute to Freedom. Town Council's endorsement of this proposal is the first step towards fulfilling the community's obligation to honor, respect and support those who have served to protect the freedoms that all People of our nation have the privilege to enjoy every day in America. 20
