Traffic projections for this scenario include existing volumes, traffic generated by approved developments, traffic generated by pending developments, and anticipated traffic from two developments which are currently undergoing environmental analysis: the Dell Avenue Specific Plan development in Campbell, and affordable housing construction as part of the Affordable Housing Overlay Zone in Los Gatos, generate at istudy intersections is contained in Appendix D. In addition, some geometry changes were assumed at the intersection of Winchester Boulevard and Hacienda Avenue to accommodate anticipated growth in trips from developments within the Dell Avenue Area Plan. The geometry improvements include the addition of a southbound left turn lane and protected eastbound and westbound left turns. The protected left turns would change the geometry to two left lanes, one through lane, and one right lane for the eastbound movement and one left lane, one through lane, and one right lane for the westbound movement. Signal timing changes to accommodate protected eastbound and westbound left turns and to account for added traffic volumes were also assumed. These assumptions are incorporated into Figure 22, which presents a schematic illustration of mitigations at this intersection. Trip generation and trip distribution for the Town of Los Gatos Affordable Housing Overlay Zone (AHOZ) was provided by consultants preparing the draft EIR for the AHOZ. Trip generation for the AHOZ is shown in Table 35. The housing proposed for the AHOZ will replace existing developments that include retail and office space, which generate more inbound trips during the AM peak hour and more outbound trips during the PM peak hour than is typical for residential developments. Because of this difference in the direction of peak trip generation, development within the AHOZ will generate fewer AM inbound trips and PM outbound trips than existing land uses. LU -1.8: Commercial development of any type (office, retail, research and development, etc.) shall be designed in keeping with the small -town character of Los Gatos. LU -9.1 Ensure that new development preserves and promotes existing commercial centers consistent with the maintenance of a small- scale, small -town atmosphere and image. LU -4.1: Integrate planning for the North Forty area, Los Gatos Boulevard, Vasona Light Rail area, and Downtown so that development in each area takes into consideration the Town as a whole. LU -9.6 Encourage development that maintains and expands resident - oriented services and/or creates employment opportunities for local residents consistent with overall land use policies of the Town. LU -13: Preserve existing trees, natural vegetation, natural topography, and riparian and wildlife habitats, and promote tastefid, high quali {y, well designed, environmentally conscious and diverse landscaping in new developments. 4.1 LAND USE AND PLANNING Project Consistency Analysis When evaluating the project's consistency with the existing "small town" character, the components that define "small town" character are listed above under the General Plan's Vision Statement and the project's consistency with each of these components is discussed. As indicated above, the project's design would not conflict with or significantly impact the listed components that define the town's "small town" character. Further, project consistency with General Plan policies must also take into consideration other General Plan policies such as Policy VLR -9.2, which emphasizes that development in the Vasona Junction area (just north of the site) should take full advantage of the transit opportunities afforded by the Vasona Light Rail (see below for more discussion). The scale of the project and buildings also must take into consideration VTA's support of land use intensification of the site to encourage transit use (see VTA NOP comments in Appendix A). The City of Campbell also has set aside funds to study plans that would propose to intensify R &D uses along the Vasona Light Rail corridor to the north of the site (Dell Avenue Area Plan) by changing the FAR limits to allow the addition of one million square feet of office /R &D use along Dell Ave from Hacienda Avenue south to Knowles Drive (see Chapter 5, Cumulative Impacts, for more discussion). Looking at the Town as a whole (LU 4.1), this development does not conflict with components that define the town's "small town' character as defined by the General Plan Vision Statement, while taking advantage of the opportunities for employment centers near the planned Vasona Light Rail station. By modernizing an existing commercial site, the project promotes the continued viability of commercial activity within the community. The proposed office /R &D development would be consistent with these policies since it would not conflict with the town's "small town" character (Goal LU -1), provide more local job opportunities (Policy LU -9.6), increase the town's job- housing balance, support transit facilities, and reduce regional commute traffic. The project site is located in an area characterized as intensively developed with light industrial, commercial, and residential properties. There are approximately 579 ordinance -size trees on the project site or near the site boundary, and project implementation would result in removal of approximately 313 trees (54 %) and transplantation of 12 trees (2 %).
