Old Library Re-Use Project 821-2105°w" F MEETING DATE: 08/19/14 ITEM NO: i_ COUNCIL AGENDA REPORT lD !pS CASES DATE: AUGUST 4, 2014, 2014 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER "� SUBJECT: OLD LIBRARY RE -USE PROJECT 821 -2105 APPROVE PLANS AND SPECIFICATIONS FOR THE OLD LIBRARY REUSE PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION: Approve plans and specifications for the Old Library Re -use and authorize staff to advertise the project for bid. BACKGROUND: The Town's adopted FY 2014/15- 2018/19 Capital Improvement Program (CIP) Budget designates funding for infrastructure construction projects. This is consistent with the Town's goals to improve public safety and to improve the quality of Town parks, streets, and facilities. The old library portion of the Civic Center was constructed over 50 years ago and there have been no major infrastructure improvements to this building since the original construction. The space was vacated following construction of the new Library and has largely been unutilized since. Town Council has previously approved the re -use of this facility by the Los Gatos Museums and the Friends of the Library. Renovations to make the building code compliant are necessary prior to the new tenants occupying this space. DISCUSSION: This project will perform building improvements to bring the space into compliance with current codes and to upgrade the building systems supporting the space. Included in these improvements is the installation of a new elevator for public use next to the stairs at the entrance. The HVAC system will be replaced and the existing exposed duct system will be re- designed to facilitate the new system and space needs. The restrooms will be reconstructed and made ADA compliant and the downstairs lighting will be reset in order to reduce the number of fixtures needed to light the space adequately. And finally, office space and a shared use conference room, both for Town employee use, will be added downstairs with access from the Town occupied portion of the building. Plans and Specifications for this project are complete and available for review in the Clerk Department on the Friday before the Town Council meeting. If the Town Council approves this project, the project will be advertised for bid and a recommendation to award a construction contract will be presented to the Town Council on or about October 7, 2014. CONCLUSION It is recommended that the Town Council approve the plans and specifications for the Old Library Re -use Project and authorize staff to advertise the project for bid. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301a). A Notice of Exemption will not be filed. FISCAL IMPACT: There are sufficient funds available for this project through the Town's adopted FY 2014/15- 2018/19 Capital Improvement Program Budget.
