SPECIAL MEETINGS ON ALTERNATING MONTHS AS NEEDED
RECOMMENDATION:
Direct staff to continue supporting the Transportation and Parking Commission with regularly
scheduled meetings every other month and with single subject special meetings on alternating
months as needed.
BACKGROUND:
In June 2009, staff proposed shifting the frequency of meetings for the Transportation and
Parking Commission to quarterly from the then monthly meetings. The purpose of the shift was
to allow for focused discussion on topics important to the Commission while managing the
workload that was required of Town staff to support those meetings in a time of diminishing staff
resources. At that time, the Commission agreed to move the meetings to an every other month
schedule.
At its June 2014 meeting, the Transportation and Parking Commission requested staff shift the
meeting schedule back to monthly meetings.
DISCUSSION:
The Transportation and Parking Commission is a very engaged commission. The Commission
has had broad interest in many topics and occasionally conducts lengthy meetings. The
Commission has expressed an interest in making a difference and the Commission members feel
that they need additional meetings to do so.
At the December 2013 Commission meeting, the Commission began to build consensus around
areas of specific interest and to prioritize that list of interests, with the goal of being able to focus
on the top items. In order to facilitate this work, staff began coordinating special meetings at the
request of the Commission. In addition, the Commission set up ad -hoc meetings to review
specific topics with the goal of bringing reports and recommendations to the full Commission.

DISCUSSION (cont'd):
Although it has taken some time, at the August 2014 Commission meeting, the list of priorities
for the Commission was completed (Attachment 1). The intent of the Commission is to focus its
energies on the higher priority items and, as they are completed, add new items to the list.
During this time staff has continued to support the Commission in their regular and special
meetings.
The original reduction in Commission meeting frequency in 2009 was an effort to help manage
staff time during times of reductions. Staff continues to balance workload and is appreciative of
focused priorities. Staff resources have yet to recover from past reductions and as such,
increased meeting frequencies, especially for broad regular meetings, will continue to be a
challenge. Consequently, staff recommends continuing the current structure of regular meetings
every other month with special meetings on an as needed basis with single topic agendas, similar
to Town Council study sessions.
Staff has agendized this item for the August 14, 2014 Transportation and Parking Commission
meeting to review this recommendation.
CONCLUSION:
Staff is grateful for the valuable contribution that the Commission provides and looks forward to
finishing the year with progress on the Commission priorities.
ALTERNATIVE RECOMMENDATIONS:
Alternative 1: The Town Council could direct staff to implement regular monthly meetings as
requested by the Commission.
Alternative 2: The Town Council could direct staff to maintain the current meeting structure
and prepare a budget proposal for consideration for the 2015/2016 fiscal year to facilitate
coverage of monthly meetings. This would likely include staffing to support similar meeting
structures for other Commissions, such as the Parks Commission.
ENVIRONMENTAL ASSESSMENT:
This is not a project as defined under CEQA.
FISCAL IMPACT:
Staff estimates approximately 13 to 18 hours of staff time is involved in preparation for and
support of each Transportation and Parking Commission meeting. This includes preparation of
meeting minutes, agendas, reports, and meeting attendance by staff from the Parks and Public
Works and Police Departments.

Transportation And Parking Commission
Priorities
The Transportation and Parking Commission has identified these top four priorities
for the Commission. The working draft of all priorities follows. As these top four
goals are addressed, the Commission will move a new goal to its place.
1) New Parking Efficiency Technologies
High Priority/Short Term
Explore the use of new parking technologies to increase utilization of existing
available parking while reducing carbon emissions and the amount of time
drivers spend searching for available parking.
2) Resolve On- Street Vehicle Sales and On- Vehicle Advertising
High Priority/Short Term
Adjust parking rules and regulations to discourage on- street vehicle sales
and on- vehicle advertising. Allow for increased enforcement.
3) Study Traffic and Parking Around All Los Gatos Schools
High Priority/On Going
Engage stakeholders in undertaking a cohesive plan to address pedestrian,
bicycle, and vehicle traffic around schools.
4) Expand Town's Electric Vehicle Charging Infrastructure
High Priority/On -Going
Deploy four additional stations and expand existing locations for electric
vehicle charging.

As T &P Chair, I wanted to give you all a heads -up on the T &P Commission action priorities. We will likely
conclude these (or a slight variation) during tomorrow's T &P regular meeting. If interested, we can meet
individually briefly this weekend to get your respective feedback on these ahead of the Tues Council
meeting. Also glad to take direct written feedback if you prefer.
T &P higher order priorities:
- Reduce downtown congestion and optimize existing stall utilization - by deploying Streetline parking
efficiency Technology (investigating funding trade offs with private enterprise, Tesla) - Schools parking
problem w HS as highest, a growing concern - investigate and develop a plan by bringing together
various stakeholders to restart - Resolve on- street Vehicular Sales and Advertising - through new code
change and infraction enforcement -EV proliferation as a revenue source and air /noise pollution reducer
- by expansion to phase 2 and phase 3 charger deployments - Influence less cars to mitigate congestion -
by incorporating bicycle strategies like bike share, road safety markings, lock sites, bike safety analysis -
Address Downtown parking stall limitation - through various strategies on stall layout optimization,

The focus is on the problems and the associated proposed solutions. Our aim is to deliver clarity and a
consistent message for action to the Council and Community.
And by doing so, we also create a platform to petition the Council for monthly T &P meetings as a
time /resource saver vs time /resource adder to Staff.
