RECOMMENDATION:
Authorize the Town Manager to execute a first amendment to an agreement with Universal Site
Services for pressure washing services in an amount not to exceed $33,136.
BACKGROUND:
As part of the adopted FY 2014/15 Operating Budget, the steam cleaning services allocation in
the Parks and Public Works operating budget provides funding for pressure washing sidewalk
services.
A request for proposals was solicited in 2012 for hot water pressure washing sidewalk services.
Universal Site Services was determined to be the lowest and most responsible bidder for these
services. A Purchase and Service Agreement was executed between the Town of Los Gatos and
Universal Site Services, effective August 1, 2012. The agreement expired June 30, 2014.
DISCUSSION:
Staff received an intent to renew the agreement from Universal Site Services to continue services
for the Town for one additional year, which was an option in the original request for proposals.
However, because the cumulative cost of the agreement exceeds the Town Manager's $50,000
authorization limit, staff is recommending that the Town Council authorize the Town Manager to
execute an amendment to the agreement, for an additional one year cost of $33,136.
Pressure washing takes place almost exclusively in the downtown area during the summer
months where heavy use can create health concerns due to food spills, the presence of pets, and
other elements that soil the sidewalks, benches, and other furniture. Staff balances the frequency
of cleaning with the need to conserve water, especially during drought years such as this one.

Staff intends to re -bid for pressure washing services after the first of the year and award a new
contract that would begin July 1, 2015.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a first
amendment to agreement with Universal Site Services for pressure washing services in an
amount not to exceed $33,136.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There are sufficient funds available through the Town's adopted FY 2014/15 Operating Budget.
