COUNCIL RECESS
RECOMMENDATION:
Accept report of actions taken by Town Manager during the official Town Council legislative recess
from June 17, 2014 to July 31, 2014.
BACKGROUND:
On July 1, 2002, the Town Council adopted a resolution authorizing the Town Manager to execute the
following duties during periods of official Town Council recess, in consultation with the Mayor:
1. Approval of plans and specifications for capital projects and authorization to advertise for bids.
2. Award of construction contracts and construction contract change orders in excess of the amount
included in the contingency.
3. Execution of agreements and amendments to agreements in excess of $50,000 that ordinarily
require Council approval.
DISCUSSION:
The Town Council took an official legislative recess from June 17, 2014 to July 31, 2014. During this
recess, and pursuant to authority granted by the Town Council, the Town Manager executed the
following actions, in consultation with the Mayor:
Countywide Household Hazardous Waste Collection Program
Authorize the Town Manager to execute a second Amendment to Agreement for Countywide
Household Hazardous Waste Collection Program in an amount not to exceed $43,450. Both the
$43,450 in revenue and expenditures will be included in the PPW budget for FY 2014 -15,
making this a "no -cost' program for the Town.

2. PPW Job No. 13 -20 — Old Library Re -Use Proiect 411- 821 -2105
Authorize the Town Manager to execute change order which exceeds 10% of the original
amount to the professional design services agreement with Terry J. Martin Associates, in an
amount not to exceed $15,705.
Authorize the Town Manager to execute a First Amendment to Agreement with CSG
Consultants, Inc. for part-time code compliance services in an amount not to exceed $48,000.
4. Authorize the Town Manager to execute a First Amendment to Agreement with O'Brien Code
Consulting, Inc. to provide plan check processing services for two years in an amount not to
exceed $48,000.
The Town Manager determined that immediate action on the above items was necessary in order to
avoid critical scheduling delays. The items above have already been approved by the Town, but the
Council may request additional information or provide additional direction prospectively regarding these
items.
CONCLUSION:
It is recommended that the Town Council accept this report of actions taken by the Town Manager
during the Council recess, as authorized by Town Council Resolution July 1, 2002.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There is no fiscal impact associated with this action.
