A. AUTHORIZE THE TOWN MANAGER TO EXECUTE A

AMOUNT NOT TO EXCEED $257,174.
B. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS TO
THE CONSTRUCTION CONTRACT AS NECESSARY IN AN
AMOUNT NOT TO EXCEED $30,000.
C. AUTHORIZE AN EXPENDITURE BUDGET ADJUSTMENT
REDUCING THE TREE TRIMMING PROJECT 411- 831 -4603 AND
INCREASING THE BUDGET IN THE BLOSSOM HILL PARK
PATHWAY IMPROVEMENT PROJECT 831 -3403 IN THE AMOUNT
OF $49,671.
RECOMMENDATION:
1. Authorize the Town Manager to execute a construction contract with S. Miller Paving in an
amount not to exceed $257,174.
2. Authorize staff to execute future change orders to the construction contract as necessary in an
amount not to exceed $30,000.
3. Authorize an expenditure budget adjustment reducing the Tree Trimming Project 411 -831-
4603 and increasing the budget in the Blossom Hill Park Pathway Improvement Project 831-
3403 in the amount of $49,671.
BACKGROUND:
The Town's adopted FY 2013/14 - 2017/18 Capital Improvement Program (CIP) Budget
designates funding for infrastructure construction projects. This is consistent with the Town's
goals to improve public safety and improve the quality of Town parks, streets, and facilities.

BACKGROUND (cont'd
This project will install new catch basins around the playground area to reduce the risk of
flooding along the pathway, and expand the existing asphalt pathway from 4' to 8' wide starting
at Shannon Road parking lot, including the playground area, tennis courts, baseball diamond and
the pathway directly connecting to the park's restroom and concession facility. The proposed
improvements will provide access for people with physical disabilities and provide a class I
pedestrian and bicycle connection between Blossom Hill and Shannon Roads. Additionally, the
project will include repairing and widening sections of the pathway from Hillbrook Drive to the
restroom and concession facility.
DISCUSSION:
On April 21, 2014, the Town Council approved plans and specifications for this project and
authorized staff to advertise the project for bids. On May 21, 2014, four (4) bids were received
for this project (Attachment 1).
Staff reviewed the bids received and has determined that S. Miller Paving is a responsible entity
and that its bid is responsive to the Town's formal bid process.
The bid package included a bid alternate for additional work. Staff structured this bid alternate
to allow for flexibility in scope and budget. Because the pricing received on this project is
competitive, staff has included the bid alternate in the award. Funding for this portion of the
work will be transferred from a previous project for tree trimming. The tree trimming pricing
was also very competitive, allowing for savings while still completing the planned scope.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a construction
contract in an amount not to exceed $257,174. Additionally, due to the variables associated with
this particular type of construction and to address unforeseen circumstances during the course of
construction, staff further recommends that the Town Council authorize staff to execute future
change orders to the construction contract as necessary, in an amount not to exceed $30,000 for
work beyond that which is identified in the base bid.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption has been filed.
FISCAL IMPACT:
If the proposed budget adjustment is approved, there will be funds for this project as
demonstrated in the table on the following page.
