2a DATE: [Eels FROM: COUNCIL AGENDA REPORT May 9, 2014 MAYOR AND TOWN COUNCIL GREG LARSON, TOWN MANAGER MEETING DATE: 5/19/14 ITEM NO: SUBJECT: ACCEPT THE DONATION FROM SPANSION INC. OF EMERGENCY PREPAREDNESS EQUIPMENT AND SUPPLIES FOR THE LOS GATOS COMMUNITY EMERGENCY RESPONSE TEAM (CERT) PROGRAM, VALUED AT APPROXIMATELY $30,000. RECOMMENDATIONS: Accept a donation from Spansion Inc. of emergency preparedness equipment and supplies, valued at approximately $30,000, for the Los Gatos Community Emergency Response Team (CERT). BACKGROUND: Spansion Inc., a high technology company in Sunnyvale, is relocating to a smaller campus and is disposing of a large quantity of emergency preparedness supplies, equipment and storage structures. Los Gatos CERT leader Mary Battling is an engineer with Spansion. Working with Spansion Senior Manager of Facilities Terry Maloney, Ms. Battling obtained approval from Spansion for the entire emergency preparedness cache to be offered for donation to the Los Gatos CERT program. Los Gatos emergency management and CERT staff examined the supplies and equipment and identified approximately $30,000 worth that could be placed into service with Los Gatos CERT. Items include a wide variety of items, among them three compact shipping containers equipped as incident command posts, pack set radios, first aid and medical supplies, lights, an electrical generator, cots, blankets, chemical toilets, shelters, shelving, fire extinguishers and a large quantity of personal protective equipment PREPARED BY: SCOTT R. Currently the Vasona and Kennedy North neighborhoods are populated with CERT members, but neither area has a neighborhood incident command post structure to which those CERT members would deploy after a disaster. Permission has been obtained from Netflix, and from the Santa Clara County Fire Department, Shannon Fire station, to site and equip command posts, using the structures, equipment and supplies obtained from Spansion. It will be around those facilities that the Vasona and Kennedy North CERT teams will be established and organized. It is commendable that Spansion has offered to donate this equipment and supplies that otherwise could have been sold; that Spansion Senior Manager of Facilities Terry Maloney has gone to extraordinary lengths to facilitate making these valuable items available to Los Gatos CERT; and that Los Gatos resident, CERT leader, and Spansion engineer Mary Bartling initiated and participated in all aspects of this project. CONCLUSION: Staff recommends that the Town Council accept the donation of emergency preparedness supplies and equipment, valued at $30,000, from Spansion Inc. for the Los Gatos Community Emergency Response Team (CERT). ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: None.
