COUNCIL AGENDA REPORT April 23, 2014 MAYOR AND TOWN COUNCIL GREG LARSON, TOWN MANAGER 2013 GENERAL PLAN ANNUAL PROGRESS REPORT RECOMMENDATION: Accept 2013 General Plan Annual Progress Report and authorize transmittal to the State. BACKGROUND: Government Code Section 65400 mandates that non - charter cities and all 58 counties submit an annual report on the status of their General Plan and any progress in its implementation to their legislative bodies. Annual Progress Reports (APRs) provide local legislative bodies with information regarding the implementation of the General Plan for the communities they represent. APRs must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. After review and acceptance, a copy of the APR is required to be filed with the Governor's Office of Planning and Research (OPR) and the Housing and Community Development Department (HCD). There is no standardized form or format for the preparation of the General Plan APR. The APR is also not required to incorporate all of the General Plan elements and was not intended to be an elaborate and time consuming endeavor to prepare. The APR prepared by staff meets the basic statutory requirements of State law and highlights key aspects of the Town's General Plan implementation during the calendar year of 2013 (Attachment 1). It is a type of activity that is Categorically Exempt, Class 6 (Information Collection) based on Section 15306 of the CEQA Guidelines. CONCLUSION: Staff recommends that the Council accept the 2013 General Plan Annual Progress Report and authorize transmittal to the State. Baily Community Development Director ATTACHMENT 1 This Page Intentionally Left Blank INTRODUCTION The Town Council adopted the Town of Los Gatos 2020 General Plan on September 20, 2010 after an extensive two -year community process to update and build upon the strong foundational framework established by the Town's 2000 General Plan. On March 5, 2012, the Town subsequently adopted its updated Housing Element which is a required sub - element to the General Plan. The State Housing and Community Development Department certified the Housing Element on September 20, 2012. APRs must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. 2013 SIGNIFICANT PROJECT APPROVALS Significant Planning Projects approved by the Town in the 2013 noted below: Albright Way and 14600 Winchester Boulevard Redevelopment Demolition of existing office buildings and construction of 485,000 square feet of new office buildings and site improvements. Approved June 3, 2013 St. Mary's School Expansion Construction of new junior high school and approximately 15,000 square foot expansion of school facilities. Approved May 5, 2013 The following General Plan related implementation action items were completed during 2013: Adoption of Town Code and Zoning Ordinance Amendments to implement State Housing Element Law for emergency /transitional shelter zoning, reasonable accommodation, allowance of multi - family uses as a permitted use in the Multi - family zone, and revised definitions of family, group home, and care facilities consistent with State Law Approved by Town Council on October, 21, 2013 • Adoption of General Plan Amendment, Town Code and Zoning Ordinance Amendments to implement Affordable Housing Overlay verlay Zone (AHOZ) Approved by Town Council on November 18, 2013 HOUSING ELEMENT ANNUAL PROGRESS The Town filed an Annual Housing Element Progress report for 2013 with the State Housing Community Development (HCD) Department in April 2014. The Housing Element Annual Progress Report was filed electronically via the official HCD website and with hard copies to both HCD and the Governor's Office of Planning and Research (OPR). Copies of the report are attached as Exhibit A.
