2014-16 Strategic GoalsDATE: TO: FROM: SUBJECT: COUNCIL AGENDA REPORT FEBRUARY 12, 2014 MEETING DATE: 02/18/14 ITEM NO: 9 MAYOR AND TOWN COUNCIL /I- GREG LARSON, TOWN MANAGER ADOPTION OF 2014 -2016 STRATEGIC GOALS RECOMMENDATION: Adopt 2014 -2016 Strategic Goals. BACKGROUND: Each year since 2010, the Town Council has adopted strategic goals for a two -year period. The strategic goals represent priority issues to address during the two -year time period, and are in addition to the Town's ongoing core services which account for approximately 80% of staff resources. On February 10, the Council held a special meeting to discuss and take action on the strategic goals for 2014 -2016. DISCUSSION: At the special meeting, the Council reviewed the status of the 2013 -2015 strategic goals (Attachment 1). This included goals that were completed, in progress or pending. Council directed removal of seven completed goals and the completed portions of two goals. Attachment 2 provides a brief summary of Council actions on all of the potential goals. Council directed staff to add 11 goals to the Strategic Goal matrix. This represents a significant increase in staff workload, and selected new goals will be initiated this year as prior goals are completed or resources are available. Attachment 3 is the new 2014 -2016 Strategic Goal matrix recommended for Council approval. CONCLUSION: The Council conducted its annual strategic goal- setting session, and took action to remove completed goals from the 2013 -2015 Strategic Goal matrix and added new goals to establish its 2014 -2016 strategic goals. Staff recommends that Council formally adopt the 2014 -2016 strategic goals, which will be incorporated in the Town's annual work plans and in the FY 2014 -2015 Operating Budget to guide resource - allocation decisions. ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT: Adoption of the 2014 -2016 Strategic Goals will have no direct fiscal impact.
