The Town Council of the Town of Los Gatos conducted a Town Council Retreat on
Monday, February 10, 2014, at 7:00 P.M.

participate.

Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.

- Thanked the Council for all the work in 2013, and commented on the Almond Grove
street improvement plan and the North 40 project.
DISCUSSION TOPICS
Discussion on status of 2013 -2015 Strategic Goals and direction on 2014 - 2016
Strategic Goals
Pamela Jacobs, Assistant Town Manager, presented the staff report.
Council discussed the matter.
MOTION: Motion by Council Member Barbara Spector that the completed
projects be removed from the 2013 -2015 Strategic Goals matrix,
and that those requiring follow up be continued. Seconded by Vice
Mayor Marcia Jensen.
VOTE: Motion passed unanimously.

MOTION: Motion by Vice Mayor Marcia Jensen to add under Community
Character "Review role of Consulting Architect," "Housing Element
update," and 'Zoning ordinance amendment for Home Occupation
Permits to implement AB 1616 for cottage food operations" to the
2041 -2016 Strategic Goals matrix and list the Smoking Ordinance,
Sign Ordinance recommendations on the "Next Up" list. Seconded
by Council Member Diane McNutt.
VOTE: Motion passed unanimously.
MOTION: Motion by Vice Mayor Marcia Jensen to add under Good
Governance "Technology priorities plan and digital Council packet
implementation" to the 2014 -2016 Strategic Goals matrix.
Seconded by Mayor Steven Leonardis.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Diane McNutt to add under Fiscal
Stability "Facilitation of privately -led effort to address Downtown
parking supply" to the 2014 -2016 Strategic Goals matrix.
Seconded by Council Member Joe Pirzynski.
VOTE: Motion passed unanimously.
MOTION: Motion by Vice Mayor Marcia Jensen to list the "News rack
ordinance expansion Townwide" on the "Next Up" list. Seconded
by Mayor Steven Leonardis.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Joe Pirzynski to add under Quality
Public Infrastructure 'Tree Ordinance — Update of Heritage Tree
definition and 25% trim regulations," "Consideration of school
transportation services, funding and impacts," "Increased regulation
of on- street vehicular sales and advertising," and NEW ITEM
"Develop Complete Streets Implementation Plan" to the 2014 -2016
Strategic Goals matrix. Seconded by Vice Mayor Marcia Jensen.
VOTE: Motion passed 4/1. Council Member Diane McNutt voted no.

MOTION: Motion by Council Member Joe Pirzynski under Civic Enrichment
to refer the "Downtown Vintage Car Show" and "Friends of the
Parks" to staff for review as community initiated projects.
Seconded by Mayor Steven Leonardis.
VOTE: Motion passed 411. Council Member Diane McNutt voting no.
MOTION: Motion by Council Member Diane McNutt to add under Public
Safety "Pursue migration to regional communication and
interoperability" and "Expand community partnerships for crime
prevention and response" to the 2014 -2016 Strategic Goals matrix.
Direction to staff for expanded budget presentation. Seconded by
Council Member Joe Pirzynski.
VOTE: Motion passed unanimously.
MOTION: Motion by Mayor Steven Leonardis to add to the "Next Up" list
"Review of Demolition Ordinance." Seconded by Council Member
Barbara Spector to
VOTE: Motion passed unanimously.
