10tpW N OF ios �pSOS COUNCIL AGENDA REPORT DATE: DECEMBER 12, 2013 MEETING DATE: 12 -16 -13 ITEM NO: 10 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: DISCUSS COUNCIL INTEREST IN MOVING REGULAR TOWN COUNCIL MEETING DAYS FROM MONDAYS TO TUESDAYS RECOMMENDATION: Discuss Council interest in moving regular Town Council meeting days from Mondays to Tuesdays. BACKGROUND: Regular Town Council meetings are held on the first and third Mondays of the month, except when these days fall on a holiday, at which time the meetings are held the following Tuesday. No regular Council meetings are held in July, and only one regular Council meeting is held in January. Special meetings are held on any day of the week, but are typically on the second, fourth or fifth Mondays of the month. The Mayor has requested that the Council discuss interest in moving regular Town Council meetings from the first and third Mondays of the month to the first and third Tuesdays of the month. DISCUSSION: Attachment 1 is a survey of the meeting schedule for the other cities in Santa Clara County. Of the 15 cities, 10 hold their meetings on Tuesdays, three are on Mondays and two are on Wednesdays. The Town has been holding Council meetings on Mondays as long as current staff can recall. Staff can identify the following advantages and disadvantages to moving the meetings from Monday to Tuesdays: �L � PREPARED BY: PAMELA JACOBS ASSISTANT TOWN MANAGER Reviewed by: Assistant Town Manager _ oj:� Town Attorney Finance PAGE 2 MAYOR AND TOWN COUNCIL SUBJECT: DISCUSS COUNCIL INTEREST IN MOVING REGULAR TOWN COUNCIL MEETING DAYS FROM MONDAYS TO TUESDAYS DECEMBER 12, 2013 Advantages • If packet distribution continues to be the Thursday before Council meetings (which staff would recommend), Council and the public would have one additional day to review the reports and provide questions and comments. • The additional day would be a weekday, rather than a weekend day, potentially reducing the amount of weekend work required for Council, the public and staff. • The additional day would afford staff more time to address Council and the public's questions prior to the Council meetings. • Monday holidays falling on the first or third Monday of the month would not necessitate a change in the Council meeting date, unless the Council would prefer the meetings to be held on the following Wednesday to allow one additional work day for review and response. Disadvantages • Several times a year, Council meetings and Planning Commission meetings fall in the same week. This would result in occasional back -to -back Tuesday, Wednesday meetings for some Community Development Department staff and the Town Attorney. • Staff would have one less day between Council meetings to prepare staff reports for the following meeting. • The Tuesday meeting would be the same as the City of Monte Sereno, which may impact Police Department staff who may need to attend both meetings on occasion. CONCLUSION: At the Mayor's request, the Town Council should discuss its interest in moving regular Council meetings from the first and third Mondays of the month to the first and third Tuesdays of the month. If Council would like to make this change, it could be made at either the beginning of the new fiscal year in July 2014 or in January 2015. Staff would recommend if this change is made, that Council agenda packets continue to be released on the Thursday prior to the Tuesday meetings. Special meetings could continue to be scheduled on any day the Council is available. ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no further action is required FISCAL IMPACT: There is no fiscal impact associated with moving the day for Council meetings Attachments: 1.
