MINUTES OF THE TOWN COUNCIL /PARKING AUTHORITY MEETING
NOVEMBER 18, 2013
The Town Council of the Town of Los Gatos conducted a Special Meeting at 6:00 p.m. and a
Regular Meeting at 7:00 p.m. on Monday, November 18, 2013.

APPOINTMENT AND EMPLOYMENT OF TOWN ATTORNEY
(Government Code Section 54957)
CONFERENCE WITH LABOR NEGOTIATOR

To meet with Town Negotiators listed below in closed session pursuant to Government Code
§54957.6 regarding negotiations with the Employee Organizations listed below:

BUSINESS MEETING CALLED TO ORDER — 7:00 P.M.
ROLL CALL
Present: Mayor Barbara Spector, Vice Mayor Steven Leonardis, Council Member Joe
Pirzynski, Council Member Diane McNutt, and Council Member Marcia Jensen.
Absent: None.
PLEDGE OF ALLEGIANCE
Fran Alfson was honored by the Mayor and Town Council on her 100"' birthday. Ms. Alfson led
the Pledge of Allegiance. The audience was invited to participate.
PRESENTATION
Certificate of Achievement for Excellence in Financial Reporting (CAFR) (Fiscal Year Ending:
June 30, 2012).
Mayor Barbara Spector presented the CAFR award to the Town of Los Gatos. Steve Conway,
Director of Finance, accepted the award on behalf of the Town.
CLOSED SESSION REPORT
Judith Propp, Town Attorney, stated that Closed Session began at 6:00 p.m. and no action
was taken.
COUNCIL /TOWN MANAGER REPORTS
Council Matters
- Vice Mayor Steven Leonardis attended the West Valley Solid Waste Management
Authority, West Valley Flood Protection, and West Valley Sanitation meetings on behalf of
the Town.
- Council Member Joe Pirzynski attended the Valley Transportation Agency, Cities
Association, and Metropolitan Transportation Agency meetings on behalf of the Town.
Manager Matters
There were no Manager Matters for this meeting.

Approve Council minutes of November 4, 2013
Accept Fiscal Year 2013/14 First Quarterly Investment Report (July through September
2013)
3. Authorize the Town Manager to execute an agreement with All City Management
Services, Inc. in the amount of $100,634.40 to provide crossing guard services, with
approximately 80% of the costs reimbursed by school districts
Authorize the Town Manager to execute a first amendment to agreement for a one -year
extension with TruGreen Landcare for landscape maintenance services in an amount not
to exceed $31,972.00
5. Adopt ordinance of the Town of Los Gatos amending Section 15.30.235 of the Town
Code establishing speed limits on certain streets Ordinance 2223
6. Hazardous Vegetation Abatement (Weeds) Resolution 2013 -050
a. Adopt resolution declaring weeds a public nuisance and providing for their abatement
b. Set January 21, 2014 as a public hearing date on this annual program
Adopt ordinance amending Chapter 29 of the Town Code to incorporate the Affordable
Housing Overlay into Division 5, Article VIII Overlay Zones and Historic Preservation and
adopt ordinances applying the Affordable Housing Overlay to five properties located at:

MOTION: Motion by Council Member Joe Pirzynski to approve Consent Items
#1 -7 as recommended by Staff. Seconded by Vice Mayor Steven
Leonardis.
VOTE: Motion passed unanimously
VERBAL COMMUNICATIONS
Mr. Daboll, Treasures for Teens
- Commented that his organization is collecting donations to purchase IPod Shuffles to
donate to under - privileged teens ages 11 -18 during the holidays.

There was no Other Business for this meeting.
APPOINTMENT OF MAYOR AND VICE MAYOR
MOTION: Motion by Mayor Barbara Spector appoint Vice Mayor Steven
Leonardis as Mayor of the Town of Los Gatos for 2013 -14. Seconded by
Council Member Marcia Jensen.
VOTE: Motion passed unanimously
MOTION: Motion by Mayor Steven Leonardis to appoint Marcia Jensen as Vice
Mayor of the Town of Los Gatos for 2013 -14. Seconded by Council
Member Barbara Spector.
VOTE: Motion passed unanimously
Mayor Steven Leonardis presented out -going Mayor Barbara Spector with a plaque
commemorating her year as Mayor.
Town Staff presented out -going Mayor Barbara Spector with a video commemorating her year
as Mayor.
ADJOURNMENT
Meeting adjourned at 7:43 p.m. to Democracy in Action reception.
