SUMMARY MINUTES OF A SPECIAL MEETING OF THE GENERAL PLAN
COMMITTEE OF THE TOWN OF LOS GATOS ON MAY 22, 2013, HELD IN THE LOS
GATOS TOWN COUNCIL CHAMBERS, AT 110 E. MAIN STREET, LOS GATOS,
CALIFORNIA.
The meeting was called to order at 5:00 p.m. by Chair John Bourgeois,

VERBAL COMMUNICATIONS
Jef'�Loughridge commented that story poles are necessary and should be required. The use of
cherry pickers at Albright does not adequately show the visual impact and height of the building.
Story poles are required for new houses and second stories, and should be required for Albright.
ITEM I APPROVAL OF MINUTES
Barbara Spector made a motion to approve the minutes of May 8, 2013. The motion was
seconded by Joe Pirzynski and passed unanimously.
ITEM 2 REVIEW PRELIMINARY TRAFFIC GENERATION AND SCHOOL
INFORMATION FOR POTENTIAL AHOZ SITES
Sandy Baily summarized the timeline for the steps to implement the Affordable Housing Overlay
Zone (AHOZ), and noted the schedule for the neighborhood outreach meeting, Addendum EIR,
General Plan Committee (GPC) meetings, and Planning Conunission/Town Council reviews.
Barbara Cardillo questioned the timeline, and role and timing of the GPC actions.
Marico Scryoc questioned if school districts were informed of the new sites. Erwin Ordo&z
responded that the Town has been in contact with the Los Gatos High School, Los Gatos Union,
Union, and Campbell Unified Districts.

Barbara Spector questioned the process for the net traffic counts and how the traffic impact
could be determined. Erwin Ordowiez responded that these are based on Traffic Engineer
manuals which use traffic study data from 50+ years of traffic studies.
lWarico Sayce questioned the format of the traffic table and questioned if it was possible for staff
to designate a time to do a traffic impact analysis, which is outside the AM/PM peak hours.
Concern was peak hour for areas around schools. Erwin Ordonez cormnemcd that this can be
included in the traffic analysis.
Barbara Cardillo clarified the numbers identified in the traffic analysis chart.
Matthew Hudes questioned if the GPC will have an opportunity to review more than uie general
traffic data. Erwin Ordonez responded that the information was provided because Town Council
asked for it, but that the GPC would not be looking at anything else besides the design guidelines
this summer.
Todd Jarvis was interested in what their perspective should be regarding analyzing in- and -out
trips. Erwin Ordonez discussed level of service, and how the traffic consultant estimated the
trips. He noted that this may be useful for the GPC when it develops the guidelines this summer.
Barbara Spector questioned the purpose of just reviewing net trips and what the GPC's role was
at this point. Erwin Ordoiiez responded the intent of Council was to get information out to the
public, but that the Planing Commission and Town Council will be reviewing the
enviromnental reviews.
John Bourgeois questioned why the Lodge traffic was so low during the AM peak.
Erwin Ordofiez responded that it was based on the hotel's peak hours, which are later (e.g. 3 p.m.
check -in times).
Marico Sayoc asked if there is a general formula to determine when trip numbers have a
significant impact to intersections. Erwin Ordohez responded that it depends on the roadway
configuration, surrounding uses, etc.
Todd Jarvis questioned if the hotel parking lot was cordoned off and why the counts were zero.
Erwin Ordonez responded that all trips for both Lodge parcels were applied to the site with the
hotel use for this analysis.
Joe Pirzynski commented the lot was an overflow lot and is usually underutilized.
Erwin Ordonez sunnnarized school information, the outreach to school districts, and the three
types of analyses used to calculate student ratio rates.

Barbara Spector questioned if the deciding body could approve a density bonus less than 35
dwelling units per acre. Erwin Ordonez confirmed they could, given that only one of the sites is
residentially zoned.
iWarico Sayoc questioned which superintendent staff talked to. Erwin Ordonez responded that he
communicated via email with Campbell Union School District, Los Gatos Union School District,
and Los Gatos High School.
Marico Sayoc questioned the contact made by the Campbell District.
Marico Sayoc questioned who at the school district offices will get notice of the meeting. Erwin
Ordonez explained the notice list and the ad in the paper and that it is usually mailed to the
district offices,
VERBAL COHMUNICATIONS CONTINUED
Marcia Wright questioned the current development on Los Gatos Boulevard, and that there is a
huge impact to residential homes in the vicinity of Laurel Mews. Concerned about moving
AHOZ designations to east Los Gatos. Questioned the traffic numbers used in the traffic
analysis.
Erwin Ordorez clarified the munber of units, density, and density bonus. Noted that the traffic
analyses for those past projects did look at the total number of units and cumulative impacts.
Lee Quintana expressed concern regarding noise at the Oak Rim site and that an earlier proposal
for the site was designed to locate buildings to minimize noise impacts generated by the freeway.
Padraig Omathuna convnented that the Town would not lose a hotel, as a hotel is proposed at
the North 40 site.
Barbara Spector commented that they are looking at traffic and schools. She questioned the
process if an overlay zone was approved and then it was determined during the revieGv process
for the development that there was a noise impact. If there was an impact, is there a process to
address noise concerns? Erwin Ordohez responded that would be addressed as part of the
environmental review of the development. The developer has the burden to address those
concerns in order to get approval from the Town.
Joe Pirzynski commented that it is important to remember that we are not building anything at
this site. If the GPC completed the task of identifying AHOZ sites, the GPC met the intent. The
Town will evaluate impacts.
