SUBJECT: STUDENT COMMISSIONER APPOINTMENTS
RECOMMENDATION:
Appoint members and alternates to the Youth Commission, and the Community and Senior
Services Commission, and direct the Clerk to re- advertise for the two vacant student positions to
the Parks Commission as recommended by the Ad Hoc Council Sub - Committee.
BACKGROUND:
Since June of 2004, Council has appointed students in Grades 8 -12 as members or alternates of
the Youth Commission, the Community and Senior Services Commission, and the Parks
Commission to fill available positions. Recruitment efforts included letter distribution at various
schools, advertisements in local publications, and posts of the opportunity on the Town's website
and on various social media sites.
DISCUSSION:
On May 29, 2013, an Ad Hoc Council Sub - Committee comprised of Mayor Barbara Spector,
Vice Mayor Steven Leonardis, and Captain Mike D'Antonio interviewed the applicants. The
interviews included both individual and group interviews. All of the applicants demonstrated
initiative and community spirit in applying for leadership positions to serve their community. In
general, the recommended appointments are comprised of youth from the grade levels of the
vacated seats to maintain a balance of youth representation on the Commissions.

This year 14 students applied to 17 vacant student positions on the various commissions. The
Sub - Committee recommended that staff continue the recruitment to fill the two vacant student
positions to the Parks Commission. The member and alternate appointments are listed in the
Attachment.
CONCLUSION:
The Council Ad Hoc Sub - Committee recommends that Council appoint members and alternates
as shown in the Attachment and that the Clerk continue the recruitment for the two vacant
student positions to the Parks Commission. The recommendations for appointment are based on
composite assessments from the interviews and applications.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Funds for staff support to the Youth Commission, the Community and Senior Services
Commission, and the Parks Commission are available from the operating budgets of the Police
Department, the Town Manager's Office, and the Parks and Public Works Department. In
addition, the Town -wide commission training budget is available to provide funds as needed.
