RECOMMENDATION:
1. Open and hold the Public Hearing.
2. Close the Public Hearing.
3. Adopt resolution approving the Blossom Hill Park Pathway Improvement project for FY
2013/14 Community Development Block Grant (CDBG) funding and approving the transfer
of FY 2012/13 CDBG funding from the Civic Center Re -use Project to the Blossom Hill
Park Pathway Improvement project.
BACKGROUND:
The Town has participated in the Santa Clara County CDBG Program since 1975. Through this
program, the Town receives federal CDBG funds for activities which benefit primarily very low
and low income households. Additionally, one of the main objectives of the CDBG program is
to remove physical barriers and increase accessibility to public facilities for those individuals
with physical disabilities.
Every three years the Town enters into a Joint Powers Agreement (JPA) with Santa Clara
County, which allows the County to receive CDBG funds from the United States Department of
Housing and Urban Development (HUD) on behalf of the Town and other non- entitlement cities
in Santa Clara County (those with a population less than 50,000). The current agreement ends on
September 30, 2014.

BLOSSOM HILL PARK PATHWAY IMPROVEMENT PROJECT
BACKGROUND (cont'd):
Beginning in FY 2012/13, the County of Santa Clara consolidated the Urban County CDBG
grant process into a single online application, funding and administrative procedure.
Approximately $60,500 will be available in FY 2013/14 for eligible capital projects (i.e.
construction related improvements) for each city participating in the JPA. Each city can
determine its own process regarding how to best use the capital funds to address local
community needs, and then apply to the County for funds via the online system. The County
requires a Council resolution approving the use of CDBG capital funds. Because the proposed
FY 2013/14 CDBG project is part of the Town's FY 2013/14 — 2017/18 Capital Improvement
Program (CIP) Budget proposal, staff is presenting this request to Council concurrent with the
proposed CIP. Santa Clara County staff has approved the Town's review process contingent
upon a resolution being submitted prior to July 1 for FY 2013/14 CDBG funds.
Additionally, there are previously allocated CDBG funds available from FY 2012/13 for the
Civic Center Re -Use project in the amount of $58,344.
DISCUSSION:
Blossom Hill Park is one of the Town's most utilized neighborhood parks not only by nearby
residents and school children, but also by organized recreational groups. The park is located
between Blossom Hill Road and Shannon Road, adjacent to Blossom Hill Elementary School.
The existing pathway spans from Blossom Hill Road to Shannon Road north to south, and a
shorter pathway that runs from east to west, which connects with Hillbrook Drive and the tennis
courts. Various sections of the existing pathway are narrow and subject to flooding during wet
weather. This project will widen sections of the pathway, repair drainage issues and resurface
the entire pathway. Additionally, a pathway will be constructed next to the Shannon Road
parking lot along the existing fence line. This area is currently a dirt pathway. This project will
improve accessibility for all pedestrians, including those with physical disabilities who use this
park facility.
County and Town staff have verified that this project is eligible for CDBG funding because it
will remove physical barriers and increase accessibility to public facilities for those individuals
with physical disabilities. The Town is proposing only one CDBG project for FY 2013/14. This
project will also benefit low income residents (i.e. elderly.) Staff presented this project at the
April 9th Parks Commission meeting for discussion and the Commissioners' comments will be
incorporated into the project design as appropriate. Approval of this project and the attached
resolution provides authorization to facilitate and complete the Blossom Hill Park Pathway
Improvement project.

DISCUSSION (cont'd):
The FY 2012/13 CDBG funds were originally allocated to evaluate the re -use of the former
library space for the purpose of community gathering and administrative office space use in the
amount of $58,344. As a result of Town Council discussions in FY 2012/13, the scope of the
project was modified, and the Council approved the former library space for use by the Los
Gatos Museum and Friends of the Library. As part of the CDBG requirements, the Town must
spend its funding allocation within one fiscal year. In order to retain these grant funds, staff is
recommending last year's amount be transferred to the Blossom Hill Park Pathway Improvement
project. Due to the dollar amount, the County requires the Council to approve this transfer
-request in the form of a resolution (Attachment 1.)
The project's estimated cost is $246,000. Approximately $118,844 will come from CDBG
funds, which is the combined allocations from FY 2012/13 and 2013/14. Additionally, this
project will be funded thorough the Transportation Development Act (TDA) grant and the
Capital Improvement Program Budget.
Upon Council approval, staff will process the funding request with the County. If the funds are
awarded, staff will present the project construction to the Town Council in FY 2013/14 for
approval. It is anticipated the projected would be completed no later than June 2014.
CONCLUSION:
It is recommended that the Town Council adopt the attached Resolution approving the Blossom
Hill Park Pathway Improvement Project for FY 2013/14 CDBG funding and approving the
transfer of FY 2012/13 CDBG funding from the Civic Center Re -Use project to the Blossom Hill
Park Pathway Improvement project.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A
Notice of Exemption will not be filed.
FISCAL IMPACT:
Project completion is contingent upon receipt of grant funding.

CENTER RE -USE PROJECT TO THE BLOSSOM HILL PARK PATHWAY IMPROVEMENT
PROJECT
WHEREAS, one of the main objectives of the CDBG program is to remove physical barriers
and increase accessibility to public facilities for those individuals with physical disabilities; and
WHEREAS, the Town of Los Gatos is eligible to receive an allocation of approximately
$60,500 in CDBG capital funds for Fiscal Year 2013/14 from the County of Santa Clara due to its
participation in the Urban County Joint Powers Authority (JPA); and
WHEREAS, each participating jurisdiction in the Urban County JPA may use its own local
process to determine the best use of CDBG capital funding to address local needs; and
WHEREAS, the proposed Fiscal Year 2013/14 Blossom Hill Park Pathway Improvement
project that will be constructed with CDBG funds will improve park access for residents with physical
disabilities; and
WHEREAS, the Town Council approves the transfer of Fiscal Year 2012/13 CDBG funding in
the amount of $58,344 from the Civic Center Re -Use project to the Blossom Hill Park Pathway
Improvement project; and
WHEREAS, the Town Council held a public hearing meeting on May 28, 2013, regarding the
potential use of the available Fiscal Year 2013/14 CDBG capital project funds.
RESOLVED, that the Town Council authorizes the Town Manager to facilitate and complete
the Blossom Hill Park Pathway Improvement project.
NOW, THEREFORE, BE IT RESOLVED, the Town Council approves the proposed use of
the funds and authorizes staff to submit the Community Development Block Grant (CDBG) application
to Santa Clara County for the Blossom Hill Pathway Improvement project for Fiscal Year 2013/14.
