RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
ESTABLISHING THE TOWN OF LOS GATOS
RENT ADVISORY COMMITTEE (RAC)
AND RESCINDING RESOLUTIONS 1985 -124 AND 1980 -162
RESOLVED by the Town Council of the Town of Los Gatos, County of Santa
Clara, State of California, that the Town Council hereby establishes the Rent Advisory
Committee. The Committee shall be advisory to the Town and shall operate in the manner
hereinafter prescribed.
1. MEMBERSHIP - ORGANIZATION
a. The Rent Advisory Committee shall consist of a total of five (5) voting
members; two (2) property owners, two (2) tenants, and one (1) neutral
member.
The property owner representatives shall own properties with three or more
units located in the Town of Los Gatos.
Tenant representatives shall rent a unit in a residential complex with three
or more units located in the Town of Los Gatos.
The neutral member shall chair the Committee. The individual shall not own
any investment property in the Town, but must own the home in which they
reside, and the home must be located in the Town of Los Gatos.
Town Council shall appoint members and fill any vacancies which occur
during the term of the Committee. The terms of office shall be three (3)
years and until successors are selected. Terms of office of the respective
members shall be staggered and overlapped in such a manner that the terms
of no more than one -third of the members expire each year.

b. Three members of the Committee shall constitute a quorum for the purpose
of transacting business. Any member shall have the right to present a
minority view to the Town Council in reference to any report or recommenda-
tion the Committee may make.
C. The members shall serve on this Committee without compensation.
d. The Committee shall establish a regular time for its meeting and regular
meetings shall be held in the Los Gatos Downtown Neighborhood Center
and shall otherwise call and conduct its meetings in compliance with the
provisions of Section 54950 and 54960 of the Government code.
e. Minutes of the actions taken during its meeting shall be kept and filed with
the Community Services Department and the Town Clerk.
L Meeting attendance requirements will conform with current Town Resolution.
2. FUNCTIONS AND DUTIES
The functions of the Committee shall be to regularly review the Rental Mediation
Ordinance and Regulations and recommend changes needed to meet new conditions
and to respond to the changing community environment. In developing recommen-
dations for the Town Council, the Committee will, when feasible:
a. Elicit input and support of various relevant community individuals and groups.
b. Study and examine submitted reports.
C. Evaluate the effectiveness of the existing program and make constructive
suggestions for its improvement to the Town Council.
3. DURATION OF THE COMMITTEE
This Committee shall be in effect from August 5, 1985, and shall terminate upon the
expiration of Ordinance 1477.
FURTHER RESOLVED, that Resolutions 1985 -124 and 1980 -162 are
repealed.

Town of Los Gatos, California, held on the 4th day of February, 1991, by the following
