REPLACEMENT PROJECT
APPROVE PLANS AND SPECIFICATIONS FOR THE CURB, GUTTER,
AND SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID
RECOMMENDATION:
Approve plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and
authorize staff to advertise the project for bid.
BACKGROUND:
The adopted FY 2012/13- 2016/17 Capital Improvement Program (CIP) Budget designates
funding for curb, gutter, and sidewalk replacement projects. This project is consistent with the
Town's goals to improve public safety and to improve the quality of Town streets.
One of the primary causes of damage to curbs, gutters, and sidewalks is tree root growth. The
Town has several mature trees that were planted several years ago, and despite their many
positive attributes, have outgrown their respective planter areas and their roots continue to cause
damage to the Town's street infrastructure. Their roots have grown under curbing, sidewalks,
and in some cases, under the roadway, causing_ uplifts and extensive damage, which results in
uneven surfaces and present safety concerns.
DISCUSSION:
This project will repair and replace damaged curbs, gutters, and sidewalks in various
neighborhoods throughout Town, focusing on the Highland Oaks, More, Marchmont, and
Clearview neighborhoods. In addition this project will replace damaged sidewalks on Santa Cruz
Avenue in the areas of Bachman Avenue and Wood Road.

DISCUSSION (cont'd.):
In conjunction with the replacement of damaged concrete, tree roots will also be pruned and root
barriers will be installed to reduce the potential of similar damage to new curbs, gutter, and
sidewalks.
Plans and Specifications for this project are complete and will be available for review in the
Clerk's Department on the Friday before the Town Council meeting. If the Town Council
approves this project, it will be advertised for bids, and a recommendation to award a
construction contract will be presented to the Town Council on February 4, 2013.
CONCLUSION:
It is recommended that the Town Council approve plans and specifications for the FY 2012/13
Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for
bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
The construction cost estimate for this project is $240,000. There are sufficient funds available
for this project through the approved FY 2012/13- 2016/17 CIP Budget. A more thorough fiscal
impact will be presented when the construction contract is brought back to Council for award.
