AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF
ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK
OF INTERSTATE GRADING AND PAVING, INC. AND AUTHORIZE
RECORDING BY THE CLERK ADMINISTRATOR.
RECOMMENDATION:
Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion
accepting the work of Interstate Grading and Paving, Inc. and authorize recording by the Cleric
Administrator.
BACKGROUND:
On October 3, 2011, the Town Council approved the Master Plan for the Creekside Sports Park.
The proposed sports park includes a 180' x 300' field that may be used for soccer, lacrosse,
football, and other field sports. A restroom and concession building is located at the south end of
the park, along with a small picnic area and tot play area. The community input process was
utilized to identify desired features for the sports park and provide feedback on proposed
conceptual designs.
On June 19, 2012, the Town Council approved plans and specifications for the Creekside Sports
Park Project and authorized staff to advertise the project for bids.

DISCUSSION:
On March 7, 2012, four bids were received. After review and tabulation of the bid results, staff
determined Interstate Grading and Paving, Inc. to be a responsible entity and most responsive to
the Town's bid request.
The contracted work has been satisfactorily completed by Interstate Grading and Paving, Inc.
and is being recommended for acceptance by the Parks and Public Works Department.
Ten percent of the faithful performance bond will remain in effect for a period of two years to
guarantee any needed repair and /or replacement caused by defective materials and workmanship.
The execution and recordation of the Certificate of Acceptance is now required to finalize the
Town's acceptance of the project.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of
Acceptance and Notice of Completion accepting the work of Interstate Grading and Paving Inc.
and authorize recording by the Clerk Administrator.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
This project was completed within the Council approved budget, as demonstrated by the fiscal
table below.
