REPLACEMENT PROGRAM
AUTHORIZE THE TOWN MANAGER TO EXECUTE A PURCHASE
AGREEMENT WITH CDCE MOBILE COMPUTING IN AN AMOUNT NOT
TO EXCEED $105,256.71
RECOMMENDATIONS:
Authorize the Town Manager to execute a purchase agreement with CDCE Mobile Computing in
an amount not to exceed $105,256.71.
BACKGROUND:
The Mobile Data Computers (MDC) in the police patrol vehicles are often down for repair, and
are unable to run the latest version of the Mobile Data System (MDS) and Computer Aided
Dispatch (CAD) systems. The Town is collaborating with the City of Sunnyvale on a shared
MDS and CAD back -end system which is set to use this new version in November of this year.
As part of the computer replacement program, staff has planned for this replacement. Funds
have been budgeted this year for the replacement of the MDCs.
DISCUSSION:
Staff is utilizing a pre -bid government contract from Western States Contracting Alliance
(WSCA) to purchase the MDCs. The western states, including California, join forces to
purchase items at the best prices. Local agencies are able to piggyback and take advantage of
these pre -bid prices. Town Code Section 2.50.130 provides for the purchase of equipment
without competitive bidding when the purchase is made through another public agency contract.

REPLACEMENT PROGRAM
CDCE Mobile Computing is able to sell the MDCs at this pre -bid price, and has also proven to
be experts at supporting the MDCs as well. CDCE has helped the Town diagnose problems with
the MDCs installed by other companies over the last few years, which have had reliability issues.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a Purchase
Agreement with CDCE Mobile Computing in an amount not to exceed $105,256.71.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
Sufficient funds are available for this project as shown in the table below.
