Here are a couple of suggestions. Idea One Balzer Field (or another field) San Carlos off leash group has a great model. They have no off leash days on rain or muddy soil to preserve the turf and off leash hours had to be scheduled around games. I realize the sports people will protest but if they were assured the park would be cleaned up maybe it could fly. See how San Carlos Dogs runs their pilot program. http: / /www.sancarlosdogs.com /current- times - for- burton.htmi Idea Two Perhaps the off leash folks could start their own club. This way they could keep it unpublicized and private. The compromise would be they would need to keep the dogs on a leash but they would not be limited to to specific hours either. For example: In 2007 1 founded the Rose Garden Dog Club, a free dog social and training club. During the two year run, I had up to 120 members on the Yahoo Group. I personally screened every dog to make sure they were sound with humans. Not all 120 came on the same days and we met 3 times a week. We did activities such as, training, dog games, (tennis ball catching, frisbee competitions, nose work, i.e. tracking), training exercises, practiced recalls, agility, group walks - -all on leash. Leashes were required but they were no hindrance for the dog socialize. We held garage sales to raise money for agility equipment and long lines for the dogs so they had more room to run. The lines can get tangled but we had controls to keep this from happening. I did have some problems. Once word got around people began showing up without being a approved on the Yahoo Group. I once had a homeless guy show up with his dog. He was looking to steal from people's cars. A regular park user wasn't happy about having the dogs in "his" park and intentionally knocked into me and threatened to leave poison on the lawn. The police had to be called when he became belligerent. A couple of guys showed up with two intact Pitbulls with fight scars. I had some of the male members ask them to leave. I was attacked by a loose dog (not in our group) and took tumble into the street. I wasn't hurt other than my ego. When Moms walked by with their children and asked if their kids could pet the dogs, I politely explained the dogs were training. Since I was running this club for free, I had no insurance and liability was always a concern. The rules were strict but the members were great about following the safety guidelines. I do not have have the time to participate in any dog groups, but I would be happy to share what I learned running a community dog club and would offer to write the safety protocols, guidelines and etiquette. They could hire a pro trainer to get them off to a start teach them all the exercises. I would strongly suggest members be trained on how to handle the human interactions they will no doubt be encountering. We diffused a lot of situations that could have gotten out of control. See oics of Rose Garden Dog Club here. For the record, I no longer train dogs professionally. I have owned an Interior Design business in Los Gatos for 28 years so I am risking a lot by speaking out. I'm not the type to get involved in community debates and don't enjoy being publicly criticized, but I went into this eyes wide open and my opponents have a perfect right to say how they feel about me. I love this country! Hope some ideas were helpful. Thank you. So, if there are to be places shared by both unleashed canines and human park visitors, we need some strong and enforceable guidelines. While in Charleston, SC, last week, I took a picture of one of their signs at a mixed -use park. It is attached. You will make your recommendations, but please consider the fact that the area where the dogs run is a fair distance from the children's play area, and the main purpose for off leash is to give the dogs a chance to run for a short amount of time for a bigger gain on activity level. The off leash proponents do not go to the park for 2 -3 hours at a time, we are looking for the after work "quick" exercise for our dogs that have been in the yard all day. Most family's with kids want to come to the park and let the children spend an hour or more at play on the swings, the climbing structures and the sand box (Bachman). Most dog owners want to let their dog run for 30 minutes and go back to the family for supper and family time. The afternoon hours are at a time when most kids are heading home for dinner or to meet their parents that have been at work all day. The timing for a short afterwork or afternoon off leash hour from 5 -6pm or 6 -7pm is when most children have left the park. I realize the decision you make will be a hard choice for all involved parties, but removing the most critical "afterwork" off leash hours makes the off leash program worthless to the majority of dog owners looking to exercise their dogs for a short time before heading home for the family responsibilities of supper, homework, sports activities, etc. Sincerely, Sue Farwell - - - -- Original Message---- - From: Vikki Boyd, CCPDT- KA. mailto :k9s4happinessCa)kahoo.com] Sent: Tuesday, June 05, 2012 11:58 AM To: Todd Capurso; Council; Christy Wolter; vb Subject: More off leash groups -- Blossom Hill Park May 5, 2012 To: The Town Council and Parks Commission Last Thursday, I arrived at Blossom Hill Park at 10:30 AM to watch my friend's kids play soccer. I noticed an organized group of approximately 8 dog owners who had let their dogs off leash. Many owners had brought ball throwers prompting the dogs to widely disperse. They congregated on the Blossom Hill south -east section of the park. The soccer league staff was setting up in their usual area. I asked the young coach if she had seen this group before, and she said yes, many times. I called LGPD who responded within 10 minutes. As the black and white drove up, owners grabbed their dogs quickly exiting north to avoid the officers, while others scurried around trying to catch their dogs; however, some of the dogs weren't quite ready to end their party. I watched as officers spoke to the remaining people. No citations were given. I visit this park often. Over the years I have chatted with the park maintenance staff about the loose dog problem and left feces. A maintenance person once told me that a woman dropped the F -bomb on him after she walked away from her dog's elimination pile right in front of him. His 'insult' (to her) was that he had simply informed her where the bag dispenser was. He said he did not respond to her comment because a., it was not within his authority, and b., he did not want any complaints called in on him. This is the attitude of a growing group of Los Gatos dog owners who feel they deserve special status, whether it's not cleaning up, or unleashing their dogs. It's unfortunate that your staff has to endure this kind of verbal abuse. I doubt this potty - mouthed (no pun intended) woman would have made the same statement to the Park Ranger. Thank you.
