Pageant Grounds Renovation Projecti COUNCIL AGENDA REPORT DATE: JUNE 7, 2012 TO: :eu MEETING DATE: 06118/12 ITEM NO: 1 3 MAYOR AND TOWN COUNCIL GREG LARSON, TOWN MANAGER 666 SUBJECT: PPW JOB NO. 12 -01 PA GEANT GROUNDS RENOVATION PROJECT 411- 825 -2501 APPROVE PLANS AND SPECIFICATIONS FOR THE PAGEANT GROUNDS RENOVATION PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION Approve plans and specifications for the Pageant Grounds Renovation Project and authorize staff to advertise the project for bid. BACKGROUND The new Los Gatos Library project included the construction of access improvements to the adjacent Pageant Grounds as the first step in renovating this historic Town park. The improvements included in the library project consisted of the removal of a large enclosure housing the Civic Center cooling tower, construction of an ADA compliant pathway providing access to both levels of the park, installation of historic mosaics, historical lighting fixtures, and landscaping adjacent to the new library and the entrance to the park. At the April 2, 2011 Town Council meeting, staff received several questions from the Council regarding the scope of the project, which was being presented to Council for the approval of plans and specifications. The questions mainly pertained to the proposed installation of hardscape (stamped concrete) as the primary surface in the upper area of the park. Council gave staff direction to bring to council alternatives regarding the primary surface treatment of the upper area. At the Council meeting of May 7 staff provided four alternatives with specific design criteria for each. Artificial Turf Only $280,000 Medium No Council reviewed and discussed these alternatives and directed staff to bring forward a design that incorporated natural turf as the primary surface on the upper level, with the inclusion of a small picnic area as well. The layout of the turf area would be reduced (relative to what was presented at Council), given sun/shade and tree root issues. DISCUSSION Staff worked with the landscape architect to incorporate the design elements as directed by Council (Attachment 1). The plans call for two primary areas of landscape design. On the lower level, a circle of benches will surround a flagstone terrace with a raised planter for shade trees. The upper level will feature natural turf with ADA access provided directly to the additional tables and benches. Low maintenance plantings will cover non - developed (buffer) areas, and there will also be locations for public art. Also included in the design is a mechanism to periodically operate the historic waterfall utilizing (non - recirculated) irrigation water. Plans and Specifications for this project are complete and will be available for review in the Clerk's Department on June 15, 2012. Pending approval, this project will be advertised and an agreement for the award will be presented for the Town Managers approval during the July, 2012 Council recess. CONCLUSION It is recommended that the Town Council approve the plans and specifications for the Pageant Grounds Renovation Project and authorize staff to advertise the project for bids. PAGE JUNE 7, 2012 MAYOR AND TOWN COUNCIL SUBJECT: PPW JOB NO. 12 -01 PAGEANT GROUNDS RENOVATION PROJECT 411 -825- 2501 ENVIRONMENTAL ASSESSMENT This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT The construction cost estimate for this project is $220,000. There are sufficient funds available for this project through the adopted FY 2012/13 — 2016/17 Capital Irnprovement Program (CIP) Budget. Attachments 1.
