Pageant Grounds Retaining Wall Construction Project�owN of MEETING DATE: 06/18/12 ITEM NO: COUNCIL AGENDA REPORT DATE: JUNE 7, 2012 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER Ap— SUBJECT: PPW JOB NO. 12 -01A PAGEANT GROUNDS RETAINING WALL CONSTRUCTION PROJECT 411- 825 -2501 APPROVE PLANS AND SPECIFICATIONS FOR THE PAGEANT GROUNDS RETAINING WALL CONSTRUCTION PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION Approve plans and specifications for the Pageant Grounds Retaining Wall Construction Project and authorize staff to advertise the project for bid. BACKGROUND The Los Gatos Library project included the construction of improvements to the adjacent Pageant Grounds as the first step in renovating this historic Town Park. The improvements included in the library project consisted of the removal of a large enclosure housing the Civic Center cooling tower and construction of an ADA compliant pathway providing access to both levels of the park. DISCUSSION During the construction of the new ADA pathway to the Pageant Grounds, it was discovered that the embankment below the Pageant Grounds was failing in some locations and, if continued, this would impact the pathway above to the Pageant Grounds and safety of the public using this facility. Further assessment of the embankment confirmed the need for a retaining wall, in order to assure the stability of the hillside. The proposed retaining wall for this site is a "soldier beam" wall which is made of steel beams and pressure treated lumber. It was determined this type of wall would be the most effective and cost efficient. This type of retaining wall is used in many locations in Los Gatos, including Villa Avenue, Cleland Avenue, and the new Library site. The plans and specifications specify that the wall be approximately 120 feet in length, and from 3 feet in height on the west side, to 7 feet in height on the east side. Plans and Specifications for this project are complete and will be available for review in the Clerk Department on the Friday before the Town Council meeting. Pending approval, and in order to keep the project moving along an expedited timeline, the project would be advertised and an agreement be proposed for execution under the Town Managers authority during the July, 2012 Town Council recess. CONCLUSION Staff recommends that the Town Council approve the plans and specifications for the Pageant Grounds Renovation Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT There are sufficient funds available for this project through the adopted FY 2012/13 — 2016/17 Capital Improvement Program (CIP) Budget.
