Community Development Block Grantcos a COUNCIL AGENDA REPORT DATE: May 25, 2012 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER MEETING DATE: 6/04/12 ITEM NO: r- SUBJECT: ADOPT A RESOLUTION AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND HOUSING CONSERVATION PROGRAM LOANS, AND RELATED BUDGET ADJUSTMENTS RECOMMENDATION Adopt a resolution authorizing the transfer of Community Development Block Grant (CDBG) funds and Housing Conservation Program loans, and related budget adjustments. BACKGROUND The Town has participated in the Santa Clara Urban County CDBG Program since 1975. Through this program, the Town receives federal CDBG funds for activities which benefit primarily very low and low income households, including Americans with Disabilities Act (ADA) modifications, affordable housing developments, the Housing Conservation Program, and service programs administered by local nonprofit agencies. In October 2011 Santa Clara County assumed responsibility for administration of the CDBG program on behalf of all urban county member municipalities, including allocation of funds, administration of contracts, and management of the Housing Rehabilitation/Conservation Program. DISCUSSION The Town's Cash Control Record (a document used for tracking CDBG grant balances) currently includes an allocation to the Town of $87,362.78 for the purpose of the housing conservation and rehabilitation program. CONCLUSION Staff recommends that Council adopt a resolution (Attachment 1) authorizing the transfer of CDBG fields in the amount of $87,362.78 for the housing conservation and rehabilitation program to the County of Santa Clara. ENVIRONMENTAL ASSESSMENT The recommended action is not a project defined under CEQA, and no further action is required. FISCAL IMPACT In FY 2008/09 the small administrative cost fee reimbursement to the Town of approximately $600 per year was eliminated as all administrative dollars available in the annual grant were absorbed by the County administrative program costs. Hence, the recommended action would have no additional impact on the General Fund. Attachments: Draft Resolution of the Town Council of the Town of Los Gatos Distribution: Tracy Cunningham, Santa Clara County Office of Affordable Housing RESOLUTION 2011 -XXX RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS AUTHORIZING THE OFFICE OF AFFORDABLE HOUSING IN SANTA CLARA COUNTY TO ASSUME SERVICING OF THE TOWN OF LOS GATOS HOUSING CONSERVATION AND REHABILITATION PROGRAM WHEREAS, the Town is operating under a three year (October 1, 2011 through October 1, 2014) ,Ioint Powers Agreement with Santa Clara County to form an Urban County under the Housing and Community Act; and WHEREAS, the County of Santa Clara has assumed administration of the Housing Conservation and Rehabilitation Program; and WHEREAS, allocated fields are available in the amount of $87,362.78 in the Housing Conservation and Rehabilitation Program. RESOLVED, that the Town Council authorizes the Office of Affordable Housing of Santa Clara County to assume the servicing the Town's existing rehabilitation loans, manage new loans including transferring existing rehabilitation loan funds to cover the cost associated with new loans, BE IT FURTHER RESOLVED, that the Town Council hereby designates the Town Manager or his designee to assume the responsibility to execute the transfer of the $87,362.78 in housing conservation and rehabilitation program to the County of Santa Clara Office of Affordable Housing.
