Street Resurfacingp ow N MEETING DATE: 05/07/12 ITEM NO: �0s «GA�aS COUNCIL AGENDA REPORT DATE: APRIL 24, 2012 TO: MAYOR AND TOWN COUNCIL f FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 11 -16 — FY 2011/12 STREE REPAIR AND RESURFACING PROJECT APPROVE PLANS AND SPECIFICATIONS FOR THE FY 2011/12 STREET REPAIR AND RESURFACING PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID RECOMMENDATION Approve plans and specifications for the FY 2011/12 Street Repair and Resurfacing Project and authorize staff to advertise the project for bid. BACKGROUND The adopted FY 2011/12 — 2015/16 Capital Improvement Program designates funding for the Town's Street Repair and Resurfacing Program. This is a recurring annual project for street rehabilitation activities throughout the Town to enhance vehicular safety and maintain the Town's roadway infrastructure. DISCUSSION Over the past several years, the need for pavement maintenance and rehabilitation work on the Town's roadway system has exceeded the amount of available resources. As such, street work must be prioritized. This is done by evaluating a variety of factors including cost, the value of the maintenance activity, and the type of roadway. Historically, pavement resurfacing work was performed using a combination of both in -house and contractual resources. As a result of decreased resources, the majority of resurfacing work is now contracted out, while in -house staff focuses on corrective measures such as pothole repairs. One of the methods identified has been the use of a Rubberized Asphalt Concrete (RAC) Cape Seal process as an alternative to the more conventional Asphalt Concrete (AC) overlay. The base material is made from recycled rubber, which consists of grounded or granulated rubber particles derived from auto, light truck, or other sources that use a high content of natural rubber. The RAC Cape Seal process is the application of a rubber chip seal followed by an application of a slurry seal for final surfacing. This results in a thin pavement surfacing that provides improved resistance to reflective cracking and a better overall vehicular ride. This strategy also provides significant cost savings when compared to conventional overlay strategies. This application has a life expectancy of approximately ten years. The Town has successfully resurfaced residential streets in various neighborhoods over the past few years with RAC and found this resurfacing approach to be cost effective and with very good results. The streets listed for cape seal in this project are within the general area of Chirco Drive, Placer Oaks Drive, Longmeadow Drive, and Pennsylvania Avenue (west of the Almond Grove area). Plans and Specifications for this project are complete and will be available for review in the Town Clerk Department on Friday, May 4, 2012, prior to the Town Council meeting. CONCLUSION It is recommended that the Town Council approve the plans and specifications for the FY 2011/12 Street Repair and Resurfacing Project and authorize staff to advertise the project for bids.. ENVIRONMENTAL ASSESSMENT This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304 (b) of the State CEQA guidelines. FISCAL IMPACT There are sufficient funds available for this project through the approved FY 2011/12 Capital Improvement Program Budget.
