DATE TO FROM: COUNCIL AGENDA REPORT APRIL 24, 2012 MEETING DATE: 05/07/12 ITEM NO: 6 MAYOR AND TOWN COUNCIL GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 11 -02 — HICKS ROAD AND PHILLIPS AVENUE STORM DRAIN CULVERT IMPROVEMENTS APPROVE PLANS AND SPECIFICATIONS FOR THE HICKS ROAD AND PHILLIPS AVENUE STORM DRAIN CULVERT IMPROVEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION Approve plans and specifications for the Hicks Road and Phillips Avenue Storm Drain Culvert Improvement Project and authorize staff to advertise the project for bid. BACKGROUND The adopted 2011/12 — 2015/16 Capital Improvement Program designates funding for infrastructure improvements in Los Gatos and is consistent with the Town's goals to improve the quality of Town public facilities and infrastructure. Much of the existing public infrastructure in the hillsides of Los Gatos was not built to the current standards. The aging and deterioration of these facilities requires repairs and replacement on a regular basis. The storm drain system in the hillside area is generally up made of culverts that run underneath roadways to transfer storm run -off to the larger drainage channels along the edges of the roadways. Almost all these storm drain culverts are made of corrugated metal pipes that rust over time and will require replacement. DISCUSSION The Town has replaced a number of older storm drain culverts in the past few years which have preserved the roadways from failure and damage by storm run -off. Avenue, there are two old metal culverts that are severely rusted and are in need of repair and replacement. Due to the unique site conditions and depth of these two culverts, the option to cut the road and remove and replace these culverts is not practical and would create an unacceptable disruption for the roadway traffic. Additionally, this work would be cost prohibitive. Staff has investigated other options to perform this work and has determined that these two culverts can be relined without the need to cut the road and remove these culverts. This is a trenchless method for restoring structural integrity and removing infiltration from old metal pipes. In this process, a resin - impregnated tube is installed into a damaged pipe. This process results in a seamless, jointless "pipe- within -a- pipe" with a smooth, continuous inner surface which usually increases flow capacity. This pipe lining process has been successfully used for similar applications by other agencies and is a proven product. Plans and Specifications for this project are complete and will be available for review in the Town Clerk Department on Friday, May 4, 2012, prior to the Town Council meeting. CONCLUSION It is recommended that the Town Council approve the plans and specifications for the Hicks Road and Phillips Avenue Storm Drain Culvert Improvement Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304 (b) of the State CEQA guidelines. FISCAL IMPACT There are sufficient funds available for this project through the approved FY 2011/12 Capital Improvement Program Budget.
