Hillbrook and Kennedy Meadows Landscape & Lighting Districts' Budget Adjustments�pW N 0 COUNCIL AGENDA REPORT DATE: APRIL 27, 2012 MEETING DATE: 05/07/12 ITEM NO: TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: HILLBROOK AND KENNEDY MEADOWS LANDSCAPE & LIGHTING DISTRICTS' BUDGET ADJUSTMENTS AUTHORIZE AN EXPENDITURE BUDGET ADJUSTMENT IN THE AMOUNT OF $2,080 FOR ADDITIONAL WORK IN THE HILLBROOK ASSESSMENT DISTRICT AND $14,400 FOR ADDITIONAL WORK IN THE KENNEDY MEADOWS ASSESSMENT DISTRICT. RECOMMENDATION Authorize an expenditure budget adjustment in the amount of $2,080 for additional work in the Hillbrook Assessment District and $14,400 for additional work in the Kennedy Meadows Assessment District. BACKGROUND In the early 1990's, the Town formed two assessment districts (with multiple zones) under the Landscaping and Lighting Act of 1972 (Streets & Highways Code Section 22500, et. Seq.). The purpose of the Districts is to provide for the ongoing maintenance and care of landscaped areas that benefit the properties within each of the zones. These services are provided by a contractor retained and managed by the Town on behalf of the property owners. The contracts provide for routine landscape maintenance services, which generally includes tasks such as turf mowing, weeding, trimming of plant material, and pathway lighting maintenance. In addition to this regular maintenance, tree pruning may be required on an as- needed basis, in order to maintain the health and safety of the trees within the district as to provide a safe environment for local residents. DISCUSSION In September 2011, staff identified a need for tree pruning in the Hillbrook and Kennedy Meadows Landscape and Lighting Districts. In order to complete the compensation for this work performed by the contractor, the funds need to be moved from the fund balance into the operating budget for this fiscal year. This action requires a budget adjustment action. The amount being requested for transfer for the Hillbrook District is $2,080, and the amount for the Kennedy Meadows District is $14,400. There is adequate fund balance in each of the two funds to support this work. This type of work is not required on an annual basis, but should be re- evaluated every five to ten years. The performance of this work does not require that the assessment for either of the LLD Districts be recalculated. All work can be funded and completed this fiscal year without additional financial impacts to the residents of these areas. CONCLUSION Staff recommends that the Town Council authorize the expenditure budget adjustment for the Hillbrook and Kennedy Meadows Landscape & Lighting Districts. ENVIRONMENTAL ASSESSMENT Is not a project defined under CEQA, and no further action is required. FISCAL IMPACT The Hillbrook Landscape & Lighting District currently has a fund balance of approximately $2,800. The Kennedy Meadows Landscape & Lighting District fund balance is approximately $22,000. Both Landscape & Lighting Districts have sufficient fund balance available in order to process this budget adjustment.
