Dear Honorable Council Members,
I am writing to you as a concerned Hillbrook School supporter to ask you
to approve the Hillbrook School master plan and pending conditional use
permit.
I live, shop, and vote in Los Gatos. I have been a citizen of Los Gatos for
more than 25 years. I am an active participant in and contributor to the economic
and social life of the community. My grandson attends Hillbrook School. I
believe the school is an important and vital community resource that should be
nurtured and supported.
The Hillbrook School community has worked hard to meet the
requirements of the Planning Commission and Town Council, as well as to
reduce the traffic concerns of the neighbors of the school.
Please take care of the rich community resource that is Hillbrook School.
Please approve Hillbrook s plans at the Town Council meeting on April 16, 2001.
Respectfully,
Waltraut Rathjens

Dear Honorable Council Members:
We are writing to you as concerned Hillbrook School supporters to encourage your
approval of the Hillbrook School Master Plan and pending conditional use permit.
As a school community, we have worked hard to meet the requirements of the
Planning Commission and Town Council, as well as to reduce our neighbors' traffic
concerns. For us personally, driving at or below the posted speed limits, being extra
courteous to the Marchmont area residents and reducing trips to the school have
become second nature. Even our children have learned to point out cars leaving
driveways so that we may be considerate and stop for them. Our hope is that the
children's needs are thought of in equal measure.
While we do not live in Los Gatos (though we desperately tried to purchase a home in
Los Gatos when moving here) our children attend school at Hillbrook, we do the
majority of our grocery shopping and make substantial retail purchases in Los Gatos,
and even participate in your fabulous Holiday Parade.
We ask you to approve Hillbrook School's plans at the Town Council meeting on
April 16, 2001.

Re: Hillbrook School, 300 Marchmont Drive - PANNINGDEPAPTMENT
Project Application PRJ -99 -062 Conditional Use Permit
Project Application PRJ -99 -063 Architecture & Site
Dear Council Members:
During the earlier years of residing on Marchmont Drive,'•the
HiZZbrook School had been a very good neighbor, and Marchmont Drive
had been a pleasant neighborhood, well kept, a good place to raise
our children. We all share in this community. However, enroll-
ment numbers for Hillbrook School have increased considerably over
the years, and the world appears to run at a faster pace resulting
in vehicles moving in and out of the school at faster and noisier
speeds.
in April of 2000 the neighbors received a letter from the Head
of School, Sarah Bayne, saying "It is our hope that your understand-
ing of our future plans and current needs for construction may assist
you in small part in tolerating any brief inconvenience it may cause."
But, for a previous construction, three years of building in several
areas of the school campus with many, many trucks travelling along
Marchmont, and school hours extending into curfew hours hardly com-
prised a "brief inconvenience!" (August of 1999 was particularty
busy, and we believe that theHead of School was on vacation at that
time and, therefore, unaware of the considerable disturbance.) The
residents of the neighborhoods surrounding the school should stand
up to be heard and insist that the new Conditional Use Permit to be
written by the Town Council /Planning Department will provide for
more of the quiet enjoyment of our neighborhood that had existed in
the earlier years. We shall all have to give and take, but it is hoped
that the final result wilt be a good compromise for both school and
neighborhoods. .
As noted by two of the Planning Commissioners (Quintana and
Muller) in previous Planning Commission Hearings, this is a rare
opportunity to change the CUP to bring about this compromise. The
residents appreciate the, elimination of school parking on Marchmont
Drive. However, vehicle speeds and numbers of vehicles have been
only somewhat reduced. The obvious visibility of speed monitoring
devices and providing parents of the schooY hildren with advance
notice of traffic checks naturally cause drivers to reduce their
speeds temporarily, thereby biasing the results in favor of HiLlbrook.
At the October 25th Planning Commission meeting we were in-
formed that all nighttime activities shaZZ conclude by 9 pm.
However, no Limit to the number of events was specified. This is
one of the most important conditions we had hoped for when we filed
our Appeal, i.e., a reduction in some extracurricular activities

by Hillbrook. Residents would like to have the CUP include a
definitive number established for the evening /nighttime events.
Before further construction begins, the Marchmont residents
strongly request that the following stipulations be included in the
Conditional Use Permit.
e With the exception of the existing overnight activities,
there shall be no more than five activities per school
year that extend beyond 6 pm (aka evening /nighttime events),
and they in turn must end by 9 pm with campus vacated by
9:30 pm. .-
No weekend activities on the Hillbrook campus by outside
groups.
Request Saturday and Sunday use, even by Hillbrook, to be
Limited to one or two days a month.
Exception: Note that while Hillbrook did not so indicate,
the Summer School /Camp traditionally convenes the Saturday
and Sunday before the start of the program. Then they have
a party after the first three weeks. Thisl after
the second session of three weeks. For the students'
enjoyment of such summer activities, the Marchmont residents
want these activities to continue as they have in the past,
naturally, at the discretion of the Hillbrook staff.
No basketball or the like to be played until curfew is over
a 8 am. Indoor play requested. There are two or three
recesses when they can enjoy active outdoor play.
v No landscaping power equipment, i.e., leaf blowers, mowers,
etc. to be used on six (6) holidays in the Town Code
Sec. 16.10.010.
Note: Thanksgiving 1999 and 2000 Hillbrook's contractor,
Source One, spent the morning of the holidaydoing their
work instead of the usual Saturday.
Request "Yield" be painted on the pavement outside the gate
(North side of Marchmont) because vehicles leaving private
property should yield to vehicles on the public street.
No use of outside P.A. system after 6 pm.
Music played at school dances held in the gym or events
held outside should be kept at a level that does not dis-
turb the peace and tranquility of the neighbors close to
the campus.
No activities or events shall result in vehicles being
parked off campus on surrounding residential streets.
• No weekend construction activities (work or deliveries)
The construction work schedule should be limited to week-
days starting at 8 am and ending at 5 pm with all con-
struction activities (work or deliveries)
The construction work schedule should be limited to week-
days starting at 8 am and ending at 5 pm with all construction
personnel off campus by 5:30 pm

• No off - loading of construction equipment or materials on
surrounding residential streets
o The emergency access road to Ann Arbor Drive shalt be
opened only for construction access as part of the approved
construction plan for an Architecture and Site application.
It shall not be used at any time for school or public use.
ALL Hiltbrook School associated vehicles shall observe the
15 MPH speed Limit where posted
Request a six month Formal Review of the CUP
Cap the enrollment at present number of 315
Require carpooZing, uanpooZing, or shuttle bus service to
cap the number of vehicles at 100 for students and 50 for
staff. Limit vehicle traffic generated by Hiltbrook school
to 250 vehicles (round trip) during the morning commute and
250 vehicles (round trip) during the afternoon cummute.
If more than five evening /nighttime events are required or de-
sired, Hiltbrook School can follow the example set by Los Gatos
Academy who has its school plays and fundraisers held off campus
at West Valley College.
Contrary to what some of the Hiltbrook parents and /or staff
have said, the Marchmont residents do not want to see Hiltbrook
School closed. it is crucial that the Council understand the tre-
mendous burden the neighborhood has been shouldering for many
years. It is time the administration at Hiltbrook School accept
its responsibilities to do something meaningful and lasting to
settle the problems generated by the excessive volume of daily
school traffic, to respect the concerns of neighbors regarding
evening /nighttime events by maintaining acceptable levels of
noise, ending the events at the stated hour, and to be aware of
the tremendous disruption to the Marchmont and Ann Arbor neigh-
borhoods when the construction begins at the school.
Channel 7 Ness reported on November 10, 2000 that the
Pleasant Police have loaned citizens Radar guns in an attempt
to control speeders in their neighborhoods. It has been done
in Tracy and has been a success in other California cities.
Thank you for your study of this difficult problem. The
support of the Council is appreciated.
Respectfully,
