Pageant Grounds Renovation Project%5 COUNCIL AGENDA REPORT MEETING DATE: 4/2/12 ITEM NO: DATE: MARCH 23, 2012 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 12 -01 PAGEANT GROUNDS RENOVATION PROJECT 411- 825 -2501 APPROVE PLANS AND SPECIFICATIONS FOR THE PAGEANT GROUNDS RENOVATION PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION Approve plans and specifications for the Pageant Grounds Renovation Project and authorize staff to advertise the project for bid. BACKGROUND The new Los Gatos Library project included the construction of access improvements to the adjacent Pageant Grounds as the first step in renovating this historic Town park. The improvements included in the library project consisted of the removal of a large enclosure housing the Civic Center cooling tower, construction of an ADA compliant pathway providing access to both levels of the park, installation of historic mosaics required by the library project Environmental Impact Report, historical lighting fixtures, and landscaping adjacent to the new library and the entrance to the park. Further landscaping improvements were put on hold pending the grand opening of the new library. As the next step in pursuing additional improvements, the Town retained David Fox of Hill Associates to design the next phase of landscaping and other park improvements, which is reflected in the plans and specifications referred to in this staff report. DISCUSSION Initial access and landscaping improvements to the Pageant Grounds were included as one of several bid add alternates for the library project to ensure the project calve in on budget. Second floor windows on the west side of the library were designed to offer expansive views of the renovated park. The final landscape design integrates the park with the new library, offering locations for outdoor children, teen and adult programs, as well as locations for events that would also use facilities in the library (such as restrooms). The Plans and Specifications call for two primary areas of activity. On the lower level, a circle of benches will surround a flagstone terrace with a raised planter of shade trees. The upper level will have a stamped - concrete patio to accommodate events, and will feature a trellis located in front of the historic waterfall. The waterfall will be operable during events. The posts of the trellis will be covered with flagstone, tying it in with other flagstone features in the park and library. Low maintenance plantings will cover non - developed areas, and there will locations for public art. Completion of this phase of the Library /Pageant Grounds project is scheduled for mid- August to coincide with an August 18 dedication of the park as part of the Town's Jubilee Year celebration. Plans and Specifications for this project are complete and will be available for review in the Clerk's Department on Friday March 30, 2012. Pending approval, this project will be advertised and an agreement for the award will be presented for Town Council approval on May 7, 2012. CONCLUSION It is recommended that the Town Council approve the plans and specifications for the Pageant Grounds Renovation Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. SCALIMPACT: The construction cost estimate for this project is $220,000. There are sufficient funds available for this project through the approved FY 2011/12 — 2015/16 Capital Improvement Program Budget. Because this phase of the Library /Pageant Grounds project is necessary to complete the project, staff believes that any available remaining bond proceeds and /or RDA sources are eligible to be used as a funding source for this project pursuant to State Law. A more thorough fiscal impact will be presented when the construction contract is presented to Council for award.
