Curb, Gutter, and Sidewalk Replacement ProjectOWN Op 1 !ps GkSOS DATE: TO: 1 01u COUNCIL AGENDA REPORT MARCH 9, 2012 MEETING DATE: 3/19/12 ITEM NO: C5 MAYOR AND TOWN COUNCIL GREG CARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 11 -17 - FISCAL YEAR 2011/12 — CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT 813 -9921 APPROVE PLANS AND SPECIFICATIONS FOR THE CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION Approve plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bid. BACKGROUND The adopted FY 2011/12 — 2015/16 Capital Improvement Program Budget designates funding for curb, gutter, and sidewalk replacement projects. This project is consistent with the Town's goals to improve public safety and to improve the quality of Town streets. One of the primary causes of damage to curbs, gutters, and sidewalks is tree root growth. The Town has many mature trees that were planted years ago, and despite their many positive attributes, have outgrown their respective planter areas and their roots continue to cause damage to the Town's street infrastructure. Their roots have grown under curbing, sidewalks, and in some cases, under the roadway, causing uplifts and extensive damage, which results in uneven surfaces and present safety concerns. DISCUSSION This project will repair and replace damaged curbs, gutters, and sidewalks in various neighborhoods throughout Town, focusing on the Placer Oaks, Longmeadow, and South Kennedy neighborhoods. This work is intended to take place in advance of the upcoming street resurfacing in these neighborhoods, scheduled for summer 2012. In conjunction with the replacement of damaged concrete, tree roots will also be pruned and root barriers will be installed to reduce the potential of similar damage to new curbs, gutter, and sidewalks. Plans and Specifications for this project are complete and will be available for review in the Clerk's Department on the Friday before the Town Council meeting. If the Town Council approves this project, it will be advertised for bids, and a recommendation to award a construction contract will be presented to the Town Council on May 7, 2012. CONCLUSION It is recommended that the Town Council approve plans and specifications for the FY 2011/12 Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT The construction cost estimate for this project is $240,000. There are sufficient funds available for this project through the approved FY 2011/12 — 2015/16 Capital Improvement Program Budget. A more thorough fiscal impact will be presented when the construction contract is brought back to Council for award.
