PPW 10-16t a�+w a MEETING DATE: 3/5/12 ITEM NO: 3 tps �� COUNCIL AGENDA REPORT DATE: FEBRUARY 15, 2012 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 10 -16 — FY 2010/11 STREET REPAIR AND RESURFACING PROJECT 811 -9901 AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK OF INTERNATIONAL SURFACING SYSTEMS INC. AND AUTHORIZE RECORDING BY THE CLERK ADMINISTRATOR. RECOMMENDATION Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of International Surfacing Systems Inc. and authorize recording by the Clerk Administrator. BACKGROUND The adopted FY 2010/11- 2014/15 Capital Improvement Program (CIP) Budget designates funding for infrastructure and replacement projects. The Street Repair and Resurfacing project is consistent with the Town's goals to improve public safety and the quality of Town streets. This project resurfaced residential streets in several neighborhoods throughout Town. The streets listed for cape seal in this project were within the general area of Bicknell Road, Old Adobe Road, More Avenue, Spring Street and Euclid Avenue. In addition, this project reconstructed Royce Street in the downtown area. The project was successfully completed under budget and on time. DISCUSSION On June 20, 2011, Town Council awarded the contract to International Surfacing Systems Inc. The contracted work has been satisfactorily completed by International Surfacing Systems Inc. and is being recommended for acceptance by the Parks and Public Works Department. Ten percent of the faithful performance bond will remain in effect for a period of two years to guarantee any needed repair and /or replacement caused by defective materials and workmanship. The execution and recordation of the Certificate of Acceptance is now required to finalize the Town's acceptance of the project. CONCLUSION Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of International Surfacing Systems Inc. and authorize recording by the Clerk Administrator. ENVIRONMENTAL ASSESSMENT This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed.
