SUBJECT: PPW JOB NO. 11 -03 — UNIVERSITY AVENUE GUARDRAIL
REPLACEMENT PROJECT 411 -812 -0119
AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF
ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK
OF MIDSTATE BARRIER INC. AND AUTHORIZE RECORDING BY THE
CLERK ADMINISTRATOR.
RECOMMENDATION
Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion
accepting the work of Midstate Barrier Inc. and authorize recording by the Clerk Administrator.
BACKGROUND
The adopted FY 2010/11 - 2014/15 Capital Improvement Program (CIP) Budget designates
funding for infrastructure and replacement projects. The University Avenue Guardrail
Replacement project is consistent with the Town's goals to improve public safety and the quality
of Town streets.
This project removed and replaced all sub - standard and damaged metal beam guardrails on
University Avenue along Vasona Lake with new metal beam guardrails that meet the current
federal and state road safety standards. In addition, the new metal beam guardrails that were
installed are designed to better absorb the shock of vehicular collisions and enhance the safety of
the road.
DISCUSSION
At its regular meeting held October 3, 2011, the Town Council authorized a contract be awarded
to Midstate Barrier Inc.

The contracted work has been satisfactorily completed by Midstate Barrier Inc. and is being
recommended for acceptance by the Parks and Public Works Department.
Ten percent of the faithful performance bond will remain in effect for a period of two years to
guarantee any needed repair and /or replacement caused by defective materials and workmanship.
The execution and recordation of the Certificate of Acceptance is now required to finalize the
Town's acceptance of the project.
CONCLUSION
Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of
Acceptance and Notice of Completion accepting the work of Midstate Barrier Inc. and authorize
recording by the Clerk Administrator.
ENVIRONMENTAL ASSESSMENT
This is a project as defined under CEQA but is Categorically Exempt (Section 15301 c). A Notice
of Exemption will not be filed.
FISCAL IMPACT
This project was completed within the Council approved budget, as demonstrated in the fiscal
table below.
